Center to implement new data governance framework

The Union government is preparing to release a new Data Governance Framework to pave the way for the exchange of massive amounts of data between government agencies, a strategy that will enhance governance efficiency, openness and accountability.

National data governance The framework and policy, which is currently in draft form, will provide protocols and standards for how government agencies process, store and distribute data within the larger government ecosystem.

As per reports, Minister of State (MoS) for Electronics and Information Technology Rajiv Chandrashekhar said: “As we are increasing the digitization of the government, we need to create a cohesive setup for the entire government for data management. This will allow the government and government departments to better design public expenditure programs and better target efficiencies, whether in infrastructure or service delivery. ,

Additionally, he said there is a need for an integrated approach to how laws are made and that the framework establishes data collection, storage, access and anonymity procedures with respect to information contained within the government ecosystem.

However, before it is finalised, the policy will be shared for public comment.

As per the draft policy, it aims at promoting citizen knowledge, participation and engagement with open data, availability of national level datasets, identification of suitable datasets for sharing, as well as in overall compliance with secure data sharing and privacy will have to improve. It will also be the first step towards entering the era of digital government, which will allow better, more informed decision-making while adhering to the highest data security standards and commitment to data privacy principles.

Internet Freedom Foundation (IFF) trustee Apar Gupta reportedly said: “This sounds like a comprehensive policy for data governance as outlined in sections 1 and 2. [of the new policy], but further sections are identical to the policy draft shared in February. But it is not clear what the relationship between the two policies will be.”

It is pertinent to note that India Data Management Office (IDMO) will be in charge of drafting rules, standards and recommendations for the National Data Governance Framework, which will be published on a regular basis as per the policy.

It also states that IDMO will develop all data/dataset/metadata rules, standards and guidelines in consultation with ministries, state governments and industry. Additionally, the policy states that IDMO will conduct at least two half-yearly consultation and report carding sessions for this purpose, with representation from state governments and industry.
