Canada to tighten work permit rules, Indian students likely to be affected

Under the new measure, which will go into effect on September 1, 2023, students will have access to Quebec’s post-graduation work permits only if they graduate from a subsidized study program at colleges and universities monitored by the provincial government.

The new rule will affect thousands of international students who come to Canada after completing their courses to obtain work permits, which are required to obtain permanent residency in the country. From 2016 to 2018, around 5,000 students got work permits through such non-subsidised educational institutions. This number rapidly increased to 11,500 students between 2019-21.

The fees charged by such colleges are often between 15,000 to 25,000 Canadian dollars which is approximately 9 to 15 lakh rupees in Indian currency.

The route of obtaining permanent residency through work permits was used by many colleges to attract international students, most of whom were from India.

A joint statement issued by Quebec Immigration Minister Jean Boulet and Canada’s Immigration, Refugees and Citizenship Minister Sean Fraser said the move would improve the “integrity of the program” and enhance Canada’s reputation as being the preferred choice for foreign students. , a leading news daily reported .

Canada has emerged as one of the top foreign destinations for Indian students. A 2021 Mentor Conference poll conducted by foreign entrants showed that 64 percent of the total students planning to study abroad wanted to do it in Canada or the US. About 79 percent of students believed that studying at foreign universities would increase their employability and chances of working with reputed organizations.

The highest number of such students was 16.31 per cent from Maharashtra. The southern states – Andhra Pradesh, Telangana, Karnataka, Kerala and Tamil Nadu – accounted for more than half the participants at 52.19 per cent.
