BJP, Congress slam Akhil Gogoi for giving public answer to Assam Assembly question, violating rules

Independent Assam MLA Akhil Gogoi on Wednesday drew criticism from the ruling BJP and the opposition Congress for making public his reply to a question he had raised even before the agenda was circulated to the legislators. Addressing the electronic media waiting outside the assembly before the commencement of the proceedings at 9.30 am, Gogoi shared with them the answer to a starred question related to the Subansiri Lower Hydro Electric Project at Gerukamukh on the Assam-Arunachal Pradesh border.

The answers to the questions of the government are made available to the legislator concerned the night before the order letter listing the business of days between the members. As soon as the proceedings of the House began, BJP MLA Manab Deka drew the attention of Speaker Vishwajit Daimary to this matter.

This led to all the ruling party MLAs slamming Gogoi and becoming a scene of noisy, and the Speaker announced that answers to questions raised during Question Hour would no longer be provided the night before. Gogoi was heard saying, “Will only BJP MLAs speak in the Assembly? Isn’t this a House for opposition MLAs?” After the Question Hour was over, Deka again raised the issue and demanded a privilege motion against the Sivasagar MLA, leading to an uproar.

Chief Minister Himanta Biswa Sarma said that the answers to the questions raised in the House cannot be made public like this. “If a member has made it public, it is a breach of privilege. I think the process of abduction of the House should not be encouraged,” Sarma said.

He also requested the Speaker to issue instructions to the media not to publish anything against the rules of the Assembly. Meanwhile, Gogoi tried to make his stand clear, but the speaker did not allow him amid the noise and tried to move on to the next agenda.

To this, Industries and Commerce Minister Chandra Mohan Patowary said, “I thought you (Chairman) would take some action.” Leader of Opposition Debabrata Saikia said the allegation of one MLA against another should be taken seriously. Congress MLA Rakibul Hussain said, we all should follow the rules of the assembly. At this point, BJP MLA Jayant Malla Barua uttered an unparliamentary word about Gogoi, who immediately opposed it.

Later the Speaker removed the word from the proceedings of the House. “We all have to follow the rules. We took an oath of secrecy,” Demary said.
