Bhubaneswar Police brings out SOP for imposing fines to constables under MV Act. Bhubaneswar News – Times of India

BHUBANESWAR: The Commissionerate Police has prepared a Standard Operating Procedure (SOP) for traffic constables, who are ready to start imposing fines under it. motor vehicle (MV) Act at Bhubaneswar and ridge.
The government had in March empowered constables only in the twin cities to impose fines under MV Act.
The traffic constables (76 in Bhubaneswar and 44 in Cuttack), who completed their training a few days back, are likely to join their new duties in July. They have been taught how to use e-invoicing tools and the amended MV Act with stringent penal provisions that came into force from 1st September, 2019.
Till now, officers of the rank of Assistant Sub-Inspector (ASI) and above were empowered to impose fine under the MV Act. But the lack of such officers was affecting the enforcement activities in the Twin Cities.
As per the SOP, constables cannot get fines in cash from traffic violators. They will receive the penalty amount through credit/debit card using swipe machine only. If violators do not have credit/debit cards, constables should jot down their details, click their pictures with the vehicles and ask them to deposit the fine at the traffic office.
Havildars and Havildars should wear smart and neat uniforms. They should always be deployed in pairs (one male and one female) for ease of traffic enforcement. The SOP states that they should wear body cameras to record the enforcement activities throughout the day to avoid any allegation of corruption or high behavior.
The constables have been advised to carry VHF sets for immediate communication with control rooms, traffic police stations and local police stations during emergencies. They will keep a diary in which they will mention important events during the enforcement operation and the diary will be countersigned by the Traffic Inspector-in-Charge (IIC) at the end of their shift.
The behavior of these traffic personnel should be cordial. They should be punctual and committed towards their duty. They should be regularly briefed about the emerging traffic enforcement laws by senior citizens. The SOP said that the traffic ACP and IIC should regularly monitor the enforcement activities by the constables.
