NEW DELHI: Fifteen former bureaucrats with experience in the electoral process have been appointed as special observers for assembly elections in five states.
They will monitor and monitor the work being done by the electoral machinery in their designated states and ensure that strong and effective action is taken on the basis of intelligence inputs and complaints. Election commission (EC) said.
These officers will supervise the entire election process as the eye and ear of the Commission to ensure free, fair and voter-friendly elections.
In Goa, 15 officers will work as Special General, Police and Expenditure Supervisors. Manipur, PunjabUttarakhand and Uttar Pradesh,
Chief Election Commissioner welcoming the special observers Sushil Chandra The overarching spirit of deploying Special Observers is to objectively assess election preparedness, identify critical gaps and guide the electoral machinery to ensure fair, inducement-free, peaceful and COVID-safe elections.
Chandra said that each election is unique in itself and has its own logistics and challenges. Still, higher turnout percentages have to be encouraged. Therefore, special observers need to be vigilant and be in touch with the commission on a real-time basis during the entire election process, a statement from the Election Commission said.
Chandra underlined the need to ensure that all vulnerable sectors are attended to and adequate confidence-building measures are taken.
Election Commissioner Rajiv Kumar said that the Special Observers, with their in-depth administrative experience, skill and understanding, are instrumental to the Commission in assessing the situation in the area and taking necessary corrective measures to ensure equal opportunities among all stakeholders.
Kumar said that special observers as the face of the commission at the grassroots level need to guide the central observers and election machinery to ensure smooth conduct of the election process.
He said that fairness, impartiality, visibility, accessibility and vigilance of these senior officers would ensure the implementation of the directions of the commission in letter and spirit.
The Special Observers will visit their allotted states and start their work with the Chief Electoral Officers and Deputy Election Commissioners of the respective state.
