All international passengers going out of the state or arriving in Assam have been asked to submit a self-declaration form on the online Air Subidha portal before the scheduled journey, including travel details for the last 14 days. They should also upload a negative covid-19 RT-PCR Report conducted within 72 hours of travel.
The SOP said those who test negative on arrival should be followed up on Day 2 and Day 5 by the respective district surveillance units, and if found symptomatic, they should be subjected to RT-PCR test. If they test negative, they will be under home quarantine for seven days. Will be tested again on the eighth day of arrival in India and if negative, they will have to self-monitor their health for the next seven days, read the SOP. However, if such passengers test positive, it said their samples should be sent for genomic testing Insacog Laboratory Network, The SOP said that they will be managed in a separate isolation facility and treated as per the prescribed standard protocol.
The contacts of such positive cases will also be placed in institutional quarantine or home quarantine, strictly monitored by the state government as per protocol. The SOP said that they would also be monitored for symptoms on the second and fifth days and if found to be symptomatic, they would be tested for COVID positivity. “If asymptomatic, they will be tested by RT-PCR on day 8 and if found positive, they will be treated as mentioned above and if negative, after 7 days of isolation, released on 15th day Will go,” read the SOP.
Passengers from those countries, except those “at risk”, will be allowed to leave the airport and self-monitor their health for 14 days after arrival. A sub-section (2% of total flight passengers) will undergo post-arrival testing at the airport at random, read the SOP. “2% of such passengers on each flight will be identified by the respective airlines (preferably from different countries). Such passengers will be taken to the testing area by the respective airlines/MOCA on arrival. The cost of testing such passengers will be borne by the MoCA,” the SOP said.
International passengers arriving at the land port will also have to submit a self-declaration form on arrival to the concerned authorities of the Government of India at the land ports. Most protocols remain the same with air travelers.
