ASER is a nationwide, citizen-led household survey that provides a snapshot of children’s schooling and learning in rural India. The first ASER was conducted in 2005 and repeated annually for 10 years. ASER 2022 is the first area-based “Basic” nationwide ASER after a gap of four years. This comes at a time when children are back in school after a long period of school closure.

“Tuition seems to have been a tradition in many states such as West Bengal and Bihar, where the proportion of children attending private schools was low and about 70 per cent of children were going to tutors. A large number of youth in villages in these states earn their living by tutoring children in the U.S. It appears that in the post-pandemic period, the practice of private tutoring may spread and grow in other states as young educated people prepare and wait for jobs.

The report pointed out that the all-India level incidence of tuition is expected to increase from around 25 per cent in 2018 to 30 per cent in 2022, but with wide variation across states.

“Bihar and Jharkhand are high tuition states – 70 per cent children in Bihar and 45 per cent in Jharkhand were taking tuition in 2022, while only 10 per cent in Himachal Pradesh and 15 per cent in Maharashtra were taking tuition. It is entirely possible that this supplemental help in the form of tuition has been successful in preventing learning loss in these states.

“Tutoring may also be behind the lower learning loss in maths compared to reading – we know that tutoring is used more for subjects such as maths and science than for reading,” the report said.
