New Delhi: On Monday, the first day of the winter session of Parliament, the Narendra Modi government may introduce three ‘Agriculture Laws Repeal Bill 2021’, while the opposition plans to bring a law on Minimum Support Price on agricultural produce. The bill will be introduced in the Rajya Sabha after it is passed by the Lok Sabha.
Three ‘Agriculture Laws Repeal Bill 2021’ were circulated among the Rajya Sabha members on Friday. Thousands of farmers have been protesting against the three laws for the past one year and demanding their repeal. Several farmer unions have pressed for a law on the Minimum Support Price (MSP).
Opposition seeks legal support for MSP
Various opposition parties on Sunday raised the issue of legal backing for the MSP in an all-party meeting called by the government ahead of the session.
The opposition also raised the issue of compensation for the family members of farmers killed during the year-long protests against the laws. The Congress has demanded a condolence motion for the farmers killed during the protests. In the meeting, opposition leaders also demanded discussion on the Pegasus espionage controversy, fuel prices and unemployment in the session.
While Prime Minister Narendra Modi was not present at the all-party meeting called by the government, Defense Minister and Deputy Leader of Lok Sabha Rajnath Singh sought cooperation from all parties for productive and smooth functioning of the House.
He said that the government is ready to discuss all the issues permitted by the Speaker of the Lok Sabha and the Chairman of the Rajya Sabha. Talking to reporters, Congress leader Mallikarjun Kharge said that the leaders wanted to ask the Prime Minister more about the agriculture laws as there were some apprehensions that these laws may come again in some other form.
Parliamentary Affairs Minister Pralhad Joshi said that there is no tradition of the Prime Minister attending the all-party meeting. Some opposition leaders raised the issue of BSF’s expanded jurisdiction in some states, including West Bengal.
TMC leaders Sudip Bandyopadhyay and Derek O’Brien raised the issue of legislation on MSP and disinvestment of profitable public sector units. However, AAP leader Sanjay Singh walked out of the meeting claiming that he was not allowed to speak and raise issues related to farmers, especially the MSP.
Sources said that several parties demanded that the Women’s Reservation Bill be brought in the session.
BJP, Congress issued whip to their MPs
The ruling BJP and the main opposition Congress have issued whips to their MPs to be more present during the session. The Congress has called a meeting of various opposition parties on Monday, in which TMC and NCP leader Sharad Pawar is likely to attend.
According to Kharge, while the TMC MPs will be busy with a party event in Kolkata, Pawar is to attend a wedding.
The BJP insisted on increased attendance of its MPs in its parliamentary party meeting on Sunday and asked them to be prepared to deal with the opposition. In the NDA meeting held on Sunday too, allies called for better coordination among the ruling coalition’s partners, while some allies also thanked the government for the decision to repeal agricultural laws.
Prime Minister Modi, who usually attends these meetings of BJP and NDA, was not present in any of them. Apna Dal (S) leader and Union Minister Anupriya Patel raised the issue of 69,000 teacher vacancies in Uttar Pradesh in the NDA meeting. NPP leader Agatha Sangma urged the government to repeal the Citizenship Amendment Act on the lines of its decision to repeal agricultural laws keeping in mind the sentiments of the people of the Northeast.
Around 40 leaders of various parties also met at the residence of Rajya Sabha Chairman M Venkaiah Naidu on Sunday and discussed the issues to be raised in the session. Some expressed concern over the recent observations of the Supreme Court on the functioning of Parliament and other legislatures and the way they make laws.
25 bills listed for discussion and passage
In addition to the repeal bill, the government has listed 25 draft legislations for the session, which include banning all except some private cryptocurrencies while allowing official digital currency by the RBI.
The report of a Joint Committee of Parliament on Personal Data Protection Bill, 2019 will also be tabled in both the houses during the session. The bill was introduced in Parliament in 2019 and was sent to the committee for further investigation on the demand of the opposition members.
The main objection of the opposition members was to give “unbridled powers” to the central government to exempt any of its investigating agencies, including the ED and the CBI, from the purview of the entire Act.
According to the government’s legislative business list, three bills have also been listed to replace several ordinances.
These are the Narcotics Drug and Psychotic Substances Bill to amend an Act of the same name, the Central Vigilance Commission (Amendment) Bill and the Delhi Special Police Establishment (Amendment) Bill.
The Central Vigilance Commission (Amendment) Bill and the Delhi Special Police Establishment (Amendment) Bill propose to extend the tenure of directors of the CVC and CBI.
There is also a politically important bill specifically for the Electoral Uttar Pradesh, Constitution (Scheduled Castes and Scheduled Tribes) Order (Amendment) Bill to amend the state’s SC and ST list.
Similarly, there is another bill to amend the Scheduled Castes and Scheduled Tribes list of Tripura. Then, there is the High Court and Supreme Court Judges (Salary and Conditions of Service) Amendment Bill, 2021 to amend the Salaries of Judges of the High Judiciary Act.
The session, which started on Monday, will conclude on December 23.
