Amit Shah suggests proper analysis of NCRB data to help investigate crimes

Union Home Minister Amit Shah on Friday asked all states to use the data collected by the National Crime Records Bureau (NCRB) to prepare their annual crime control strategy. He also said that the NCRB data will help in reducing the crime rate in the country by 20 per cent in the next five years if it is made available to the right people at the right time, put in proper format and a system is adopted for the same. Addressing the 37th Foundation Day of NCRB, he said, “NCRB data should be used by all the states to prepare their annual strategy for crime control. It should be used in crime control in a multi-pronged and multi-purpose manner.” , The Home Minister said that NCRB data should be analyzed in DGP Headquarters, District SP Offices, Police Stations in all states. The data should not be limited to just IPS officers. He said that unless the NCRB data reaches the police station level, it is not going to help anyone.

“Mere data can have no results. There should be awareness about data, analysis of data and its use. NCRB director should hold meetings with DGPs of all states, analyze data and ways to implement them (Analysis) only then the data will have 100 per cent utility.” Shah, however, said that the NCRB data has been classified only under various sections of the Indian Penal Code and not on the basis of social issues.

Apart from looking at the sections of the IPC, there should also be social aspects. Why did crime rise in draft hit areas or why many farmers became embroiled in disputes, which in some cases led to injuries and even deaths. “If we only look at the data through the lens of IPC sections, there can be no solution to the problems of crimes. There should be proper analysis of data patterns by NCRB and BPR&D (Bureau of Police Research and Development) so that these analysis can be used. This can be done by states intervening on social issues,” he said. Shah said that it is very important to have all the crime data together, its proper analysis and dissemination in order to control the crimes.

“A strategy can be formulated when we have proper analysis of crime data. A strategy can be formulated when we have proper analysis of the challenges before us. Sharing his experience of nine years as the Home Minister of Gujarat, he said that the NCRB data was very helpful in controlling crimes in the border districts of the western state.

The Home Minister appreciated the successful completion of Crime and Criminal Tracking Network and Systems (CCTNS), an online database of crime and criminals connecting all the police stations in the country. However, he lamented that no central police agency is associated with the CCTNS.

“Neither CBI, nor NCB, nor NIA are associated with CCTNS. Everyone has their own importance. But why FIR is not shared. Why chargesheet is not shared. Shah said that one crore fingerprints of criminals have been collected in a central database and if all these are shared with all police stations, it will go a long way in nabbing criminals.
