Finance Minister Suresh Khanna will present the budget of Uttar Pradesh for the 7th consecutive time on Wednesday. This will be the biggest budget ever. Along with this, like last time, this time also paperless budget will be presented. Means Suresh Khanna will not have any paper in his hand during the budget speech, but a tablet. It took 71 years for this budget journey from leather bag register to today’s tablet. Today we will know 5 big and important things about this whole journey.

  • First of all let’s know the second budget of Yogi Sarkar 2-0.

This time the budget will be the biggest
After forming the government last year, the Yogi government presented a budget of Rs 6 lakh 15 thousand 518 crore 97 lakh. Prior to that, the Yogi government had presented the last budget of its first term i.e. the budget of 5 lakh 50 thousand crores for the financial year 2021-22. Before that, the budget for 2020-21 was Rs 5.13 lakh crore. In such a situation, this time’s budget can be of six and a half lakh crore rupees. This is the 71st budget of UP. The first budget was presented in 1952 by the then CM Govind Vallabh Pant.

  • Let us know the 5 most important things of the budget.

1. This time’s budget will be 4 thousand times bigger than the budget of 1952

The first budget was presented in 1992. All the officers were sitting behind the CM.

After independence, for the first time in UP, assembly elections were held in 1951. Congress won absolute majority and Govind Ballabh Pant became the first CM of the state. He presented the first budget of UP on March 14, 1952. This budget was Rs 149 crore. At that time special emphasis was laid on setting up infrastructure. Government released funds for sugar mills. If we compare the budget of 1952 and the budget of 2023, then it is known that this budget has become about 4 thousand times bigger than that budget.

2. Suresh Khanna was the first person to reach the house with a tablet
Presenting the first budget, Govind Ballabh Pant reached the House with a leather bag. After that CM Chandrabhanu Gupta, Sampoornanand, Sucheta Kriplani also reached the House with leather bags and presented the budget. In 1970, when Chaudhary Charan Singh of Lok Dal became the CM, there was a slight change. He reached the house for the first time with a suitcase. After that VP Singh, Mulayam Singh, Kalyan Singh, Rajnath, Mayawati, Akhilesh Yadav and now Suresh Khanna came with suitcases to present the budget. But in 2022, Suresh Khanna stopped this custom as well and for the first time reached the House with a tablet to present the budget.

  • Let’s stop here before knowing the third important thing about the budget. First let’s know from where the suitcase started?

Actually in 1860 India was under British rule. At that time the British Chancellor of the Exchequer Chief William Evert Gladstone presented the budget for the first time. Gladstone was given a leather bag by the Queen of Britain to carry the budget papers to the House. It became so famous that it became a tradition to carry the papers related to the budget in this leather bag. In the UK it ran until 2010. When the suitcase became dilapidated, it was kept in the museum. Then a new leather bag came into use.

3. ND Tiwari presented the maximum budget 11 times
Former CM Narayan Dutt Tiwari presented the maximum budget of UP 11 times. He became the CM for the first time on January 21, 1976. Presented the budget for the first time in March, 1976. He was the CM thrice. Presented the budget 4 times during this period. 7 times he presented the budget of UP while being the Finance Minister. In 2017, ND Tiwari left Congress along with his son and joined BJP. He died on October 18, 2018 in Delhi.

BSP chief Mayawati has presented the budget 4 times. Suresh Khanna has presented the budget 6 times so far during the tenure of CM Yogi.

4. Budget App in place of Budget Book
The budget book printing stopped before the budget for the financial year 2021-22. The rule of printing books was being followed from the first budget of 1952 itself. It contained information about the entire budget. The reason behind the closure of the book is the UP Budget App. It is available on Play Store. All budget related information is available through this app. Complete data of the budget till 2020-21 is available on this app.

5. Budget is prepared in four months
