The Aam Aadmi Party (AAP) government in Punjab presented its first full budget on Friday. After the assembly elections held in February 2022 in Punjab, Bhagwant Singh Mann was sworn in as Chief Minister on March 16. In the budget, Bhagwant Mann and his finance minister, on their part, were seen trying to make better use of the resources available in the state. Perhaps this is the reason why he refrained from making big announcements. The government did not impose any kind of tax to increase its income. Cheema claimed to increase the income of the people of Punjab by 7.06% per year.

Cheema’s focus remained on education and health sector as well as sports. He was also seen making efforts to improve the environment by taking small measures for the farmers and the industry. The total budget of the state was Rs 1 lakh 96 thousand 462 crore, which was 26% more than last year.

Agriculture , Will bring new policy for farmers

  • 2754 Kisan Mitras will be recruited.
  • A new policy will be brought to increase the income of farmers and save natural resources.
  • The government made a provision of Rs 1000 crore for crop diversification. The government will buy basmati rice.
  • Apart from 33% subsidy on cotton, it will manage and monitor its good seeds.
  • Provision of Rs 125 crore for purchase of moong on MSP and direct sowing of paddy.
  • Provision of Rs 350 crore for stubble management. This will be spent on monitoring the stubble disposal machinery and stubble incinerators.
  • Provision of Rs 9331 crore for subsidy to be given in lieu of providing free electricity to the farmers.
  • Crop insurance scheme will be brought for the farmers.
  • Horticulture estates will be built in Patiala, Gurdaspur, Ludhiana, Bathinda and Faridkot with the help of Rs 40 crore.
  • A provision of Rs 15 crore was kept under the Bhavantar scheme. This will remove the risk of getting less price.

12% more budget for education

  • The process of regularization of contract employees of teaching and non-teaching cadre will be completed soon.
  • ‘Mission 100% Give Your Best’ will be launched for the upcoming board exams.
  • Under vocational education, after 12th, children will be given kits for trade so that they can start their work after completion of syllabus.
  • Rs 4 crore assistance for 7700 schools.
  • Estate managers will now be appointed for the maintenance of senior secondary schools. The teachers in these schools will now only teach.
  • Rs 20 crore proposed for training teachers in modern education.
  • Initial allotment of Rs 200 crore for upgrading schools to eminent schools in the year 2023-24.
  • 18 crores for OBC students and Rs.60 crores for scheduled students.
  • 68 crores for improving the infrastructure of government colleges and building libraries.
  • Six centers will be set up in Guru Nanak Dev University at a cost of Rs 70 crore.
  • 63 crores for upgrading the infrastructure of government ITIs, construction of new buildings, completion of new ITIs and polytechnic colleges.
  • Rs 258 crore proposed for strengthening sports infrastructure.
  • Shaheed-e-Azam Bhagat Singh State Youth Award resumed. Medals, certificates and 51 thousand rupees will be given to 2 youths.
  • Rs 1015 crore allotted for medical education.
  • New medical colleges with 100 MBBS seats each will be opened in Kapurthala and Hoshiarpur at a cost of Rs 422 crore.
  • With Rs 100 crore, trauma centers will be set up in Amritsar Medical College and Rajindra Hospital in Patiala. New Nursing College will open in Barnala.

Health: 142 new mohalla clinics

  • The government will start 142 new mohalla clinics in the next financial year.
  • 39 crores for the maintenance and construction of hospitals.
  • 7 new MCA hospitals will be opened with Rs 16 crore. Maternity and child health wings will be upgraded.
  • 50-bed Ayush hospitals will be built at Dayalpura Sodhia, Mohali and Duneke in Moga district with 18 crores.
  • Rs 40 crore will be spent on managing and upgrading the drug centres.
  • Provision of Rs 17 crore for Homi Bhabha Cancer Centre.
  • Rs 61 crore will be spent to improve emergency facilities.

10,523 crore to improve law and order

  • 64 crore was given to strengthen the police force.
  • Rs 40 crore reserve for strengthening the police force in border districts.
  • Rs 40 crore for strengthening infrastructure in border districts.
  • 30 crores to modernize the cyber crime setup.
  • 33 crore for police lines, police stations and other police offices.

Rs 91 crore for sports

  • Provision of Rs 35 crore for creating and upgrading sports infrastructure.
  • Rs 3 crore budgeted for buying sports goods. To keep the youth away from drugs, they will be made aware of sports.
  • 53 crores for the Sports University being built in Patiala.

83 crores for improving transport

  • Integrated Depot Management System will be implemented in all the depots of PRTC and Punjab Roadways.
  • Proposed to set up 6 Automatic Testing Stations in the State on On and Operate basis.
  • 28 bus stands will be constructed/upgraded to facilitate the people. Rs 35 crore will be spent on this.
  • 48 crores for Punjab State Road Safety Fund. Roads will be maintained with this fund so that accidents can be reduced.

tourism For 115 Ten million Rupees

  • 110 crore rupees will be spent on the construction of different monuments, their maintenance and repair of old buildings. Its purpose will be to save tourism which is dying in Punjab.
  • Rs 5 crore will be spent on the promotion of tourism. With this, people will be told about the major tourist spots of Punjab.

Powercom: 300 units of free electricity will continue

  • Domestic consumers will continue to get 300 units of free electricity per month. In return, the government will give Rs 7780 crore as subsidy to Powercom.
  • Under the Revamped Distribution Sector Scheme, Rs 9642 crore will be spent on improving the distribution infrastructure over the next five years.

250 crores for the payment of sugarcane dues.

  • Sugar complexes will be set up at Batala and Gurdaspur for proper processing and value addition of sugarcane. 100 crores will be spent on these.
  • 250 crore will be given to Sugarfed for the payment of sugarcane dues to the farmers.
  • Rs 100 crore will be given to Milkfed for expansion of milk collection centers in villages.
  • Markfed will build new godowns at 13 places. 100 crore budget provision for this.
  • Two mills will be set up at Budhlada in Mansa district and Giddarbaha in Muktsar district to extract mustard oil.
  • Mobile veterinary units will be set up with Rs 13 crore.
  • The area under lobster farming will be increased from 1212 acres to 5000 acres in five years. Provision of Rs 10 crore for this.
  • An ice plant with a capacity of 30 tonnes will be opened to handle fish, prawn and their products.
