New Delhi: Now good samaritan help of Street A cash reward of Rs 5,000 and a citation will be given for accident victims in a fatal accident and taking them to hospitals within the “golden hour”. The road transport ministry has notified the scheme to encourage such persons to come to the rescue of the victims and it will be launched from October 15. This scheme will continue till March 2026.
The Ministry said that the objective of the scheme is to motivate people to help road accident victims in emergency situations, to motivate and inspire others to save innocent lives. According to the Law Commission of India, 50% of the victims killed in preventable injuries, including road accidents, can be saved by ensuring timely medical care.
Golden hour is defined as the period lasting one hour following a traumatic injury during which death is most likely to be prevented by providing immediate medical care. The ministry has defined “fatal accident” as one where any victim has to undergo major surgery, hospitalization of at least three days, brain and spinal cord injuries.
The scheme specifies that a reward of Rs 5,000 shall be for a Good Samaritan who saves the lives of one or more victims of a fatal accident involving a vehicle. If more than one Good Samaritan saves the life of a victim, the amount of the reward shall be divided equally among them. If more than one Good Samaritan saves the life of more than one victim, the reward amount will be Rs 5,000 per victim saved, subject to a maximum of Rs 5,000 per Good Samaritan.
The Center will also reward the 10 best good samaritans at the national level with a cash prize of Rs 1 lakh annually.
The guidelines published by the ministry state that if the Good Samaritan informs the police about the accident, the police will provide an acknowledgment to the person after verifying the details from a doctor on an official letter pad. After this, a copy of the acknowledgment will be sent by the concerned police station to the evaluation committee constituted at the district level under the chairmanship of the district magistrate.

The guidelines state that the police will provide an acknowledgment to such a Good Samaritan. Such cases will also be referred to the evaluation committee of senior officers at the district level.
The evaluation committee will review and approve the proposals on a monthly basis. This list will be sent to the Transport Commissioner for releasing the prize money. Payment for selected Good Samaritan will be done online directly in their bank account transport Department. Thereafter, the Center will reimburse the payment to the states on a monthly basis.
