The Taliban’s interim prime minister, Mullah Hassan Akhund, on Thursday instructed all ranks to refrain from entering homes under the pretext of ‘searching’, grabbing public properties and belongings of people in the name of the Islamic Emirate of Afghanistan (IEA). The report said the two decrees came after several complaints were received from different parts of the country about people of Taliban ranks searching homes, transporting their vehicles and stealing property in the name of the Islamic Emirate of Afghanistan.

A decree issued by the interim PM ordered all Taliban ranks to cease searches in Kabul, preventing them from violating the sanctity of homes.

“If a search is required in any region of the country, a proper protocol must be followed, and local norms must be respected by staff. No one – of any rank – is allowed to search in the IEA is,” an interim PM’s office employee said, the report said.

The decision was taken after several complaints were filed with the Complaints Commission set up at the Office of the Ministry of Refugees in Kabul.

“No one is allowed to enter Kabul or its surrounding homes and offices on the pretext of checking vehicles or equipment. No one is allowed to take vehicles or equipment in the name of IEA,” the order said.

Kabul’s district government issued an order in August regarding homes in the highlands that were vacant after the owners left after the Taliban’s takeover of the country.

“Those who have fled Afghanistan will return to their homes again. The IEA has prevented property theft by renting out their homes, and special accounts have been set up for them in banks. Rent money and their The houses will be handed over to them once they return to the country,” the statement from IEA officials said, the report said.

Another order said that all military personnel, all employees of the Interior Ministry and the Intelligence Department will have to move to their respective military bases, except in private homes.

Some employees of the ministries were working from their homes in the wake of the Taliban takeover in the country and the uncertainty that followed.
