SRINAGAR: Security bunkers are returning to the city streets after nearly eight years and more paramilitary personnel are being deployed following incidents of civilian killings by terrorists in the country. “Terrorists have shown that they are moving from one area to another in no time after committing a terrorist crime. This can be stopped only by domination of the area and cutting down on free movement,” he said.
Official sources said 50 companies of additional paramilitary forces are being inducted into the Valley to strengthen the security apparatus, especially in Srinagar, in the wake of civilian killings.
In 2010, over 50 security pickets and bunkers in Srinagar were removed on recommendations made by an all-party delegation that visited Kashmir that year. Similar recommendations were made in 2010 by a team of interlocutors appointed by the Centre. The team was led by veteran journalist Dilip Padgaonkar and Prof. Radha Kumar and former Information Commissioner MM Ansari was its member.
The situation had improved to such an extent that the then Union Home Minister P Chidambaram J&K is believed to have been favorably disposed towards repeal of the Armed Forces Special Powers Act (AFSPA) in a phased manner.
However, this time new bunkers have been built in places where such a thing did not exist even at the height of the insurgency in the Valley in the 1990s.
Two such bunkers have been built on the Barzulla bridge on the Airport Road in Srinagar.
However, the police officials did not comment on the new steps taken in the Valley.
Police have also snapped internet in some parts of Srinagar and some areas of south Kashmir and launched an operation against two-wheelers in the city.
IGP, Kashmir Zone, Vijay Kumar Said that these steps were completely related to terrorist violence.
He tweeted on Thursday, “Seizure of some bikes & internet shutdown of some towers is purely related to #terror #violence. This has nothing to do with Hon’ble HM’s visit.”
Internet services at a dozen towers – mostly in areas where non-local laborers died last week – were snapped three days ago, while police have begun a strict scrutiny of documents of two-wheelers plying on the roads .
In the month of October, nine civilians, including five non-local laborers and three members of the minority community, were killed by the militants.
