Regional parties collect over 55% of donations from ‘unknown sources’, most from electoral bonds: ADR

The election rights group Association for Democratic Reforms (ADR) in a new report said that regional parties collected Rs 445.774 crore from undisclosed sources in 2019-20, which is 55.50 per cent of their total income. Of this, 95.616 per cent or Rs 426.233 crore came from electoral bonds and regional parties collected Rs 4.976 crore from voluntary contributions, the ADR report said.

“An analysis of their income tax returns and donation details filed with the Election Commission of India (ECI) shows that the sources are largely unknown. At present, the names of individuals or organizations giving less than Rs 20,000 to political parties are disclosed. As a result, huge amounts of money cannot be traced and are from ‘unknown’ sources,” it said. The ADR said the contribution reports of AAP, IUML and LJP are available on the website, but the party’s contribution figures show discrepancies declared in their annual audit reports and contribution reports (donations above Rs 20,000) for the financial year 2019-20. The amount of total contributions declared by AAP, IUML and LJP in their audit reports is less than Rs 6.105 crore, Rs 31.20 lakh and Rs 4.16 lakh more than the amount of total donation (just over Rs 20,000) declared in their contribution report. respectively, the report said. Some of the top regional parties that declared highest undisclosed income include TRS (Rs 89.158 crore), TDP (Rs 81.694 crore), YSR-C (Rs 74.75 crore), BJD (Rs 50.586 crore) and DMK (Rs 45.50 crore). , The ADR said that the total income of political parties from known donors (details of donors available from the contribution reports submitted by the parties to the Election Commission) is Rs 184.623 crore, which is 22.98 per cent of the total income of these parties.

The report said that the total income of political parties from other known sources (membership fee, bank interest, sale of publications, party levy etc.) is Rs 172.843 crore or 21.52 per cent of the total income.
