Rajya Sabha loses 40 out of 50 working hours during first 2 weeks of monsoon session

With frequent disruptions during the second week of the monsoon session, the Rajya Sabha lost 40 out of 50 hours during the first two weeks. The House Secretariat recorded that the productivity of the Rajya Sabha fell from 32.20% during the first week to 13.70% during the second week of the ongoing monsoon session, resulting in a total productivity of 21.60% for the first two weeks.

Of the total 50 available working hours, 39 hours 52 minutes were lost due to disruptions. Although the House met 1 hour and 12 minutes more than the scheduled time, the productivity for this must have been very low.

During the nine sittings of these first two weeks, the Rajya Sabha could have a Question Hour of only 1 hour 38 minutes, mainly to ensure the accountability of the executive to the Parliament. It had a time of 1 hour 24 minutes for legislative business in which four bills were to be passed among seven members, one minute for Zero Hour and another four minutes on Special Mentions. During the first week, the issues related to COVID-19 were discussed for 4 hours 37 minutes and the IT Minister made a statement on the Pegasus spyware issue during the first week.

For the first time, the Secretariat started reporting in the daily news that the business of the House could not be taken up. During the first two weeks of the current session, 130 Zero Hour submissions and 87 Special Mentions, through which members raise issues of public importance, could not be taken up despite their acceptance by the Speaker.

The Bills passed so far include the Shipping Bill, Juvenile Justice Amendment Bill, Factoring Regulation (Amendment) Bill and Coconut Development Board (Amendment) Bill. The Limited Liability Partnership (Amendment) Bill and the Deposit Insurance and Credit Guarantee Corporation (Amendment) Bill were among the four bills introduced in the Rajya Sabha.

Chairman Venkaiah Naidu has urged the government and leaders of various parties to discuss the legislative and other business to be taken up in the House during the all-party meeting before the session and the Business Advisory Committee meeting during the first week. He is also talking to them separately for the smooth running of the house.
