Chennai: India has decided to allow private companies to set up and operate rocket launch sites within and outside the country, subject to prior authorization from the government.
Similarly, any rocket launch (orbital or sub-orbital) from Indian or foreign territory can be carried out only with authorization from I.Indian National Center for Space Promotion and Authorization (IN-SPACe) An independent body constituted by the Government of India under the Department of Space (DOS).
Launch can be from self or leased launch site and also from mobile platform (land, sea or air) Draft National Space Transport Policy-2020 brought by Department of Space .
“The draft National Space Transportation Policy-2020 covers all aspects of rocket launching, launchpads, reentry of space objects and all other aspects,” Srinath Ravichandran, Co-Founder and CEO Agnikul Cosmos told IANS.
City-based Agnikul Cosmos is developing a small rocket to launch small satellites into orbit.
Pawan Kumar Chandana, co-founder and CEO, Skyroute Aerospace, told IANS: “The policy is overall well-crafted. Well, it allows to launch overseas and build its own launch site.”
Skyroute Aerospace is another small rocket manufacturer.
As per the draft policy, the IN-SPACe Authority requires a financial guarantee or insurance cover by the proposer as part of its ownership for the fulfillment of the nation’s obligation in accordance with international agreements.
In case of launch from outside the territory of India, all approvals required to undertake the scope of activities in any other country or territory shall be subject to the applicable laws of the country/territory concerned.
The compliance and approval of the administration governing the area from where the launch is made shall be ensured by the proposer and the proof of compliance/approval shall be attached with the application for authorization.
IN-SPACe shall authorize the launch by the Indian entity after confirming the approval granted by the Ministry of External Affairs or any other Ministry, if applicable and the approval obtained by the entity from the administration/agencies governing the area from where the launch has taken place is planned.
The draft policy clearly states that IN-SPACe or the Union of India shall have no liability relating to launches carried out outside the territory of India.
As per the draft policy, the authorization process will ensure that sharing of government-owned launch facilities will not hinder timely implementation of approved space programs for social development or safeguarding national sovereignty.
“The authorization process will ensure that there is no breach of launch agreements involving non-commercial and space cooperation entered into with other countries,” the draft notes.
According to the Department of Space, it is necessary to ensure that independent launch activities undertaken by Indian entities are in accordance with relevant treaties and other international agreements due to public safety, domestic and global transport and the impact of such activities in orbit. According to him, the draft policy has a special focus on what is required for approval under each category. This is very helpful as work can begin on how to meet them.

Indian players, who are engaged in the development of launch vehicles, are also keen to take advantage of the national facilities already established by the government.
