The Ministry of Road Transport and Highways (MoRTH) has updated the standard-operating procedure (SOP) and proposal format for National Highway (NH) projects under the PM Gatishakti National Master Plan. The ministry or department will now have to explain how the project will contribute to multi-modal connectivity, and how it will link the manufacturing and economic sectors with basic infrastructural connectivity.

In an office memorandum signed by Bidur Kant Jha, Director (New Technologies for Highway Development), the ministry said that for consultation on NH projects, certain specific details should also be shared including: type of object and estimated object quantity originating from economic nodes or zones or clusters; the specific NH/road corridors to be used and their final destinations; Analytical justification of reduced logistics cost with project scenario; The projected traffic is likely to be induced with potential traffic distribution and its impact on NH corridors – being discussed in the Network Planning Group (NPG) on both the project corridor and other adjacent NH corridors.

“For projects submitted subsequently by the Ministries, the submission should include the benefits that the project will accrue to industries and economic activities in the area. The Ministry/Department should clarify how the project will contribute to multi-modal connectivity , how to link manufacturing and economic sectors with infrastructural connectivity etc. Released on 23 December.

The details are to be included in the project reports of NH proposals henceforth, the order said, adding that the Detailed Project Report (DPR) consultants are requested to provide the details for those projects for which the DPR has been completed and submitted. Will be done. To NPG for advice.

The order was marked to all Principal Secretaries/Secretaries, Chief Engineers/Chief Engineers of Public Works Departments of all States/UTs for National Highways, and other Centrally Sponsored Schemes and State Schemes.

What is PM Gatishakti National Master Plan?

The Union Cabinet approved the PM Gatishakti National Master Plan for Multi-Modal Connectivity for Economic Zones on October 21, 2021. This is a giant step in India’s ambitious target of achieving US$ 5 trillion economy.

From roads to railways, from aviation to agriculture, various ministries and departments will be linked under the PM Gatishakti National Master Plan. A technology platform has also been prepared for every mega project, so that every department can get the right information on time.

The project was planned to bring together various stakeholders and help integrate various modes of transport. The master plan adopts a holistic approach to sector-specific development by integrating 16 ministries into a joint committee to implement and monitor an investment of Rs 100 lakh crore. One of the important features of the master plan is the setting up of economic zones to promote ease of doing business in India.

Along the coastal areas, 5,590 km of four- and six-lane national highways will be completed by 2024-25. All state capitals in the Northeast are to be connected by either four-lane national highways or two alternate alignments of two-lane by 2024-25.
