Parliament Winter Session Roundup: 11 Bills Passed, 21 Introduced Out of 26 Scheduled

New Delhi: The winter session of Parliament ended a day ahead of schedule as a parliamentary source told news agency PTI that most of the legislative agenda had been completed. However, Rajya Sabha Chairman Venkaiah Naidu showed his dismay as he said the session was less than expected and members should introspect as to what went wrong.

Amidst protests due to various reasons, a total of 11 bills out of 21 were passed in the Parliament. Of the bills introduced, 13 were newly introduced and six were from the previous session. 26 Bills were to be introduced in the winter session that began on November 29.

According to the PRS website, the productivity of the Lok Sabha was 77 percent, and that of the Rajya Sabha was 43 percent. The lower house worked for 83.3 hours and the upper house 45.6 hours.

The major bills passed in the winter session of Parliament are as follows.

  • The Agricultural Laws Repeal Bill, 2021
  • Assisted Reproductive Technology (Regulation) Bill, 2020
  • Surrogacy (Regulation) Bill, 2019
  • The National Institute of Pharmaceutical Education and Research (Amendment) Bill, 2021
  • Dam Safety Bill, 2019
  • The Judges of the High Court and Supreme Court (Salaries and Conditions of Service) Amendment Bill, 2021
  • The Delhi Special Police Establishment (Amendment) Bill, 2021 – replaces an Ordinance
  • The Central Vigilance Commission (Amendment) Bill, 2021 – replaces an Ordinance
  • The Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2021 – replaces an Ordinance
  • The Election Laws (Amendment) Bill, 2021
  • The Appropriation (No. 5) Bill, 2021

Apart from these, the Inter-State River Water Disputes (Amendment) Bill, 2019 was passed in Lok Sabha and is pending in Rajya Sabha.

At present, 33 Bills are pending in the Parliament at the end of the session. And a total of 13 bills were introduced in this session.
