Taking another step towards streamlining the caste equations ahead of the by-elections and the all-important assembly elections due in 2023, the Shivraj Singh Chouhan government has constituted the General Assessment Classes Welfare Commission.

This is seen as a balancing act by the BJP government, which recently announced the introduction of 27% OBC quota in various examinations and government recruitment.

This was done amid mounting attack from the Kamal Nath-led Congress party, which was calling the Shivraj government anti-OBC. The final decision on the 27% OBC quota issue is expected to be taken by the High Court for final hearing on September 20.

The BJP government has not only implemented 27% OBC quota in the state excluding pending exams and recruitments with the HC, but also constituted an OBC Welfare Commission to appoint Gaurishankar Bisen as the chairman.

As political analysts believe it was bound to upset the upper classes. Perhaps for this reason, a few days ago, the state government constituted the said commission and issued an order to appoint Shiv Kumar Choubey, a loyalist of Shivraj Singh Chauhan, as the chairman.

Talking to News18, Choubey said that it is necessary to take care of the interests of the general class amid the reservation. “We will work expeditiously towards the welfare of the general class,” Choubey said. He accused the Congress party of bypassing the commission set up earlier for vote bank politics.

In 2008, Samanya Nirdhan Varg Kalyan Ayog was constituted by then BJP government with Babulal Jain as its chairman.

The commission also made many recommendations but ultimately these plans could not be implemented. In 2018, the then Kamal Nath government had put the commission in cold storage.

Meanwhile, BJP state chief VD Sharma claimed in a tweet that the commission was first constituted in 2008 and various welfare schemes and measures are being taken in the state through this commission.

The General Backward Classes Welfare Committee (SAPKS) party, which united the so-called upper classes against reservation in the 2018 assembly elections in combination with the OBC and general categories, is not affected by the General Category Poor Welfare Commission.

SAPAKS National Working President Veena Ghaneklar told News18.com, “Nothing good will happen for the general category.” “It is an election agenda to keep this issue alive,” Ghanekar said. illusion, he claimed.

The Congress party, which has cornered the Shivraj government on the 27% OBC quota, has also condemned the move.

State Congress Committee chief spokesperson KK Mishra said, “The government is setting up roomless and ruleless (symbolic) commissions these days to woo voters. This will not do any good to the society.” Was just trying to distract from his failures.

In an affidavit submitted with the HC on the OBC quota issue, the government, while referring to the 2011 census data, had mentioned that the state has more than 50% OBC population. The ruling party is also focusing on other categories.

Recently, the party’s state in-charge had called a meeting of the party’s SC cell in Bhopal in which the Dalit agenda was decided for the coming times. Additionally, the party is also planning to launch an ST outreach programme, under which Union Home Minister Amit Shah will visit Jabalpur on September 18 to attend an event.
