On the issue of Chandigarh, the BJP surrounded the Punjab CM Bhagwant Mann Sarkar. After the resolution in the assembly in favor of giving Chandigarh to Punjab, Punjab President Ashwani Sharma rained heavily. Sharma said that nowadays it is a custom that if you want to hide your failure, then start creating hue and cry at the center. A similar scene was seen in the Punjab Vidhan Sabha today.

He said today was April 1. The sisters of Punjab were waiting for 1-1 thousand accounts to come. 300 units of free electricity was to be started. All this did not have to be done, so the attention of the people was diverted by calling a special session. Our stand from day one is that Chandigarh belongs to Punjab.

BJP asked – Which rule was violated by the Central Rule?
BJP President Ashwani Sharma said that the government should tell which section of the Punjab Reorganization Act was violated by implementing the Central Service Rules? Being an MLA, he also asked in the assembly but got no answer.

If Central Rules were implemented 2 times, then where did the rights of Punjab get weakened?
Sharma said that the service rule of the Center remained in force in Chandigarh for 25 years. This center remained in force from number one 1966 to 31 December 1985. From 1st January 1986 to 31st March 1991, the Center Pay Scale was in force along with the Service Rule. At that time the claim of Punjab did not make any difference. Now if the pay scale of the center exceeds that of Punjab, then the employees demanded it. The Center fulfilled that demand. When the first rule came into force, where was the right of Punjab weakened?

The discussion would have been on that why did the employees of Chandigarh ask for central rules?
Sharma said that there should have been a discussion in the Vidhan Sabha on what happened in the pay scale and service rule of the Punjab government that the employees of Chandigarh demanded a central rule. He said that neither Punjab had any difference nor the claim on Chandigarh was reduced when the Central Service Rules were implemented earlier.
Punjab is still running 6th Pay Commission and Center has implemented 7th.

Here the retirement age has been increased from 58 to 60 in the central rules. Child care leave turned 2 years old. His salary also increased. He said that the Punjab government should be told that if the salary of the employees increases, then does it have any objection to it?

Reply to Mann on Nagpur speech
CM Bhagwant Mann said on the opposition to the proposal that BJP people are reading Nagpur’s speech. These people live in Punjab and eat and drink here. In response, Sharma said that I am from Punjab. I am MLA from Pathankot. I am speaking for Punjab but Bhagwant Mann is speaking the language of Delhi.
