Agra. The North Central Railway Employees Union has exposed the flaws in the implementation of the Old Pension Scheme and the New Contributory Pension Scheme by handing over the nomination letter to DRM Agra on Friday, 6 May. It has been told in the letter that the Central employees recruited after January 2004 were brought under the National Pension Scheme (NPS Contributory Pension Scheme) in place of CCS PENSION RULES – 1972. By passing the PFRDA bill in the year 2013, the then UPA government set the rules.

The government has always been expected to act as an ideal employer for its employees and a good mentor to the citizens of India. The government is continuously contributing to the progress of the country, provide social security to such employees and citizens.
Every employee, whether belonging to government industry or any private industry, dedicates his skills, strength and energy to his employer till his retirement or till he loses his ability to do so. After retirement or being disabled due to any reason, he becomes unable to serve to get remuneration but the reality is that the need of the employee and his family does not end.

1- This scheme does not guarantee minimum pension to the employees at the time of retirement.
2- Like the old pension system, there is no relation of dearness allowance in NPS.
3- There is no provision of additional pension in this scheme on attaining the age of 80, 85, 90, 95 and 100 years. Whereas CCS PENSION Rules – 1972 have this arrangement.
4 – Under NPS, the system of pension has not been kept for the dependent of the MISSING employee.
5 – There is no system of compensation pension under NPS.
6 – There is no system of pension in compulsory retirement.
7 – Being a market based scheme, the state of volatility will always remain.
8 – In this pension system, there is no benefit of 55% of the running employees at the time of retirement.

There are many other shortcomings and defects too, which proves that this system has been implemented with immaturity by the previous government without any thought. This system has been amended in the past as well, this proves that it has been implemented without any vision. After old age or retirement, the social security that the employees got through the old scheme is not guaranteed in NPS, as well as creating a headache for everyone.

Due to the above reasons, there is dissatisfaction and anger among the employees due to the feeling of insecurity among the employees. The Bharatiya Mazdoor Sangh and its affiliated federations have been opposing this NPS since the very beginning. Recently, from the time of elections to 5 states, political parties have made the issue of pension political. The main opposition party of Uttar Pradesh in its election manifesto also promised to abolish the NPS and implement the old pension scheme if the government is formed. The government of that political party, which had passed the PFRDA bill in the year 2013, has abolished NPS in Rajasthan and Chhattisgarh and implemented the old pension scheme.

The hopes of all the central employees have increased from you, we want the central government to abolish the new pension scheme for all its employees, and give the old pension scheme (CCS PENSION RULES – 1972) again unconditionally like the representatives of the people. In view of the sentiments of the employees, this memorandum is sent from May 3 to May 6, 2022 on the All India call of the National Federation of Government Employees affiliated to the Bharatiya Mazdoor Sangh, with the hope that justice will be provided to the employees. After abolishing NPS, consider implementing the old pension scheme at the earliest, which can solve the problems related to pension of central employees recruited on or after January 2004.
