After several meetings between the Center and the Isaac-Muivah-led National Socialist Council of Nagalim (NSCN-IM), the Parliamentary Committee on Naga Political Issues (CCoNPI) and the NSCN-IM’s core committee seek the support of the Assam Chief Minister. Himanta Biswa Sarma will continue the process of talks.
The team of CCoNPI delegation led by Nagaland Chief Minister Nephio Rio and the NSCN-IM delegation led by senior leader VS Atem held a four-hour meeting at the Police Complex at Chumukedima, Dimapur on Saturday. In that meeting, the CCoNPI urged the NSCN-IM to continue the dialogue with the Centre.
After the meeting, CCONPI Member Secretary, Nieba Kronu, said that the two sides had “fruitful” and “meaningful” discussions on a range of issues and that the meeting was one of the “best ever” meetings between the two sides.
According to Cronu, the meeting helped bring both sides closer in understanding their respective positions, it was “a good message for the central government as well”.
The CCoNPI may also apprise Assam CM and North East Democratic Alliance (NEDA) convener Himanta Biswa Sarma on the outcome of Saturday’s meeting so that it can be taken to the Centre. “We discussed the need for Himanta Biswa Sarma’s support. It is better that one can speak for both the center and even the Naga people.
To the NSCN-IM’s insistence that the Framework Agreement include the flag and constitution, which hindered the signing of a broad-based agreement, Kronu responded that the CCONPI would discuss it with the Government of India.
TR Zeliang, who is also the president of the United Democratic Alliance (UDA), said that after holding talks with AK Mishra, the Indian government’s interlocutor for Naga peace talks in Dimapur, the NSCN-IM delegation went to Delhi. However, he said after returning from Delhi last week that “there will be no further talks between them”.
“We spoke to them (NSCN-IM) and requested that the talks should continue,” Zeliang said. We are going to request the government India To invite them for further talks.”
31st May meeting
Mishra, the NSCN-IM delegation and interlocutor, held a two-day (May 12-13) meeting in Delhi last month after hectic talks in Dimapur, but did not yield any breakthrough in the long-running standoff.
Meanwhile, the NSCN-IM has called an emergency national assembly on May 31 at GHQ Church, Naga Army.
The rebel group has asked its members to invite joint secretaries from Tatars and above, and representatives of various regions and organizations to attend the meeting. Its Secretary General and Chief Negotiator Tha Muivah will deliver the speech.
Muivah did not attend the meeting held at Dimapur Police Complex on Saturday. But all prominent leaders are expected to attend the May 31 meeting and the Center also hopes for “greater clarity” on contentious issues over a separate flag and the Naga Constitution.
The Naga National Political Groups (NNPG), an umbrella body of seven Naga insurgent groups led by N Kitowi Zhimomi, is also in favor of an early signing of a peace deal to resolve the state’s decades-old insurgency and political problem. The NNPG had signed an ‘agreed position’ with the Center on November 17, 2017.
Nagaland Assembly elections are due in February-March 2023, so the Naga peace talks have progressed at a brisk pace during the last one month.
NSCN-IM warns Naga MLAs
The NSCN-IM on Friday advised the elected state leaders to resist the temptation to dominate the Naga political issue and create confusion.
The rebel group said in a statement, “While we appreciate the enthusiasm shown by the elected political leaders of the state, but if they make shocking statements on the Naga solution, it will further their role as facilitators.” It would be like growing up.”
According to the NSCN-IM, the BJP ministers of the Nagaland state and other party leaders are not able to fully understand the complexities and intricacies involved in the political struggle and are simply allowing themselves to be carried away by their “election syndrome”. .
“The Nagas have tasted the bitter fruits of past agreements/accords and there is no way that we should commit another mistake to allow ourselves to be flattered again,” the statement said.
The group also noted, “Whoever we are as individuals or as a party, we have to acknowledge that the Naga political issue is becoming more sensitive by the day and, for many, to say the least. It is a very emotional experience for me. It calls for careful handling without resorting to outrageous outbursts with allegorical embellishments. ,
The NSCN-IM said it signed the Framework Agreement in 2015, guided by intuition to protect the sovereign rights and dignity of the “nation”. He further added, “That is why we have stood our ground and never for other vested interests…”
The rebel group insisted it would not bow down until “a settlement that is respectable and acceptable to both sides” is reached.
