Health Minister Keshab Mahanta on Sunday said minority certificates would be provided to six religious communities, including Muslims, in Assam. Mahant told a media briefing after the cabinet meeting here that the state cabinet has decided that minority certificates will be issued to Muslims, Christians, Sikhs, Buddhists, Jains and Parsis and the modalities will be worked out.

The cabinet meeting chaired by Chief Minister Himanta Biswa Sarma also decided to pay a total of Rs 12.63 crore to 1,263 families of workers of Dolu Tea Estate for cooperation in the development of greenfield airport in Silchar. He said that each family would be provided a compensation of Rs one lakh for their cooperation.

The state government had earlier announced a compensation of Rs 50 crore for acquisition of land at Dolu Lalbagh and Mainagarh tea gardens for setting up a greenfield airport and had already released Rs 2.37 crore as the first installment. Mahanta said the cabinet also decided to pay Rs 142.50 crore against the outstanding provident fund dues of workers of state-owned Assam Tea Corporation Limited (ATCL).

The cabinet also approved rationalization of valuation and fair compensation for land acquisition in the interest of tea garden workers. He said that the zonal value of tea land would be determined on the basis of sale deeds registered in the district for the last three years, with the minimum value being 10 per cent of the nearest agricultural land. The cabinet decided to bring in an amendment in the Assam Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Rehabilitation Rules, 2015 to calculate the compensation payable on acquisition of tea land for public purposes in urban areas. will equalize the land of the gardens. ,

The Mahant said that both permanent and temporary laborers working in the tea garden would receive 10 per cent of the amount of compensation payable to the tea gardens for the cost of acquisition of the land. The Cabinet also decided to bring in an ordinance to enable extension of tax exemption on green tea leaves for a period of three years with effect from January 1, 2022.

Mahanta said the meeting also decided to give an ex-gratia of Rs 2 lakh each to 288 people and 57 women who were seriously injured during the Assam agitation against foreigners between 1979-85. , The cabinet also approved the Standard Operating Procedures (SOPs) for implementation of the Assam model of Mission Amrit Sarovar, which seeks to provide a source of water for small and marginal farmers and income generating properties by integrating fish farming and commercial plantations. Mahant said that 3007 Amrit Sarovar would be constructed at a total cost of Rs 1,208 crore and it was to be completed by August 15, 2023.
