Meghalaya directs autonomous district councils to close all toll gates

Meghalaya Government directs Autonomous District Councils to close all toll gates on NH and SH Shillong, Jun 24 (PTI) Is. National Highways (NH) and State Highways (SH), a minister said.
Governor Satya Pal Malik spoke to Chief Minister Conrad K Sangma earlier this month on ADC cases, his failure to submit Utilization Certificates (UC) and the need to close all illegal toll gates set up by tribal councils along the NH Was. and state highways. District Council Affairs (DCA) Minister Lakhmen Rimbui, who attended the meeting chaired by Chief Minister Conrad K Sangma along with representatives of Khasi Hills Autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC). The state government has issued instructions to the councils in this matter.

Rimbui told reporters on Thursday that the state government has not questioned the authority of the ADCs to collect tax under their jurisdiction, but has pointed out that they do not have the authority to set up such toll gates on NHs and state highways. We have asked them (council) to close all toll gates immediately and representatives of JHADC and KHADC have agreed to do so,” he said.
The minister said that the records of when the ADC has started operating the toll gates are not available. Our contention is that the ADC is not empowered by law for any collection along the National Highways and State Highways. Rimbui said. The constraints faced by the ADCs and their failure to submit the utilization certificates of various developmental initiatives were also discussed during the meeting and the government has assured all possible help within the norms of law.
