In the wake of Karauli violence, Rajasthan Home Department has issued guidelines asking the organizers to furnish details of the content played on DJs, loudspeakers in processions and rallies.
Rajasthan Chief Minister Ashok Gehlot had earlier said that it is illegal to raise provocative slogans and play DJs in the name of religion in rallies. During the clash between two communities on April 2, several shops were burnt and many people were injured in arson and stone pelting in Karauli town.
Following the clashes, a curfew was imposed in the city, which would remain in force till April 10, with some relaxations to be given in subsequent days.
According to the guidelines issued on Friday, the organizers will have to submit an affidavit to the sub-divisional officers and additional district magistrates and a letter seeking permission for procession rallies, or public events.
It is mandatory for the officials to verify the submitted documents through the local Station House Officer (SHO). Instructions have also been given to strictly follow the noise pollution rules in the guideline.
Organizers will have to provide the organization’s registration number, contact number and route of the procession. They will have to inform whether the DJ system will be used and if so, the details of the content to be played on it. The police will also verify in their checklist whether they have checked the content of the DJ.
On Friday, state police chief ML Lather had said that people involved in the rally in a minority-dominated area raised provocative slogans in the Karauli arson and violence incident.
