A bench of Justices DY Chandrachud and A Bopanna pronounced the order after hearing an appeal filed by Dr M Manzoor Hussain, Registrar, JNTU, who challenged the interim direction given by the Telangana High Court for affiliation to all colleges which have received AICTE permission was obtained from
JNTU-Hyderabad oversees technical education throughout Telangana.

While the colleges were insisting that they should be allowed to go ahead as AICTE had allowed them, JNTU said that they would have to first obtain a No Objection Certificate (NOC) from the state and only then would the process of affiliation begin.
Defending the action of JNTU, senior advocate CS Vaidyanathan said that the state has to plan the educational facilities in a proportionate manner and at the same time it is its duty to prevent similar courses from flourishing and it is the responsibility of the university to affiliate it. Provide. Only those colleges which have the required infrastructure.
As the State later gave NOCs to several colleges, the Bench, however, recorded the assurance of JNTU that it would complete the inspection within 10 days. While staying the order of the Telangana HC, the bench, however, directed the JNTU to place its report before the HC after inspection. HC will take decision in respect of each college after verification of inspection report submitted by JNTU. The top court said it took into account the interests of students already admitted this year, but made it clear that all colleges will have to undergo the inspection of JNTU.
