J&K: Employees of J&K Government to obtain adverse verification report with relatives, co-residents related to terrorism. India News – Times of India

NEW DELHI: Stricter checks on its employees with possible terror links, Jammu And Kashmir The administration on Thursday ordered that the immediate family of any employee or the person sharing the residential location anti national act, which may put such employee under pressure and cause serious security risk, shall be adversely noted during the periodic verification of the character and antecedents of the Government servants.
Continuing with its instructions issued in 1997 and as amended from time to time, the Government of Jammu and Kashmir listed out detailed parameters which should be kept in mind while verifying the character and antecedents of its employees from time to time. These include the immediate family of the employee or persons sharing a residential location who are associated with any foreign government, association or persons considered to be directly or indirectly hostile to the national and security interests of India. Failure on the part of a Government employee to report an unauthorized relationship with a suspected or known associate of an employee of a foreign intelligence agency or any contact with citizens of other countries or financial interests in other countries that could potentially expose the employee to coercion, exploitation make it weak. or pressure from a foreign government, would also attract adverse reporting.
Promotion of such adversely reported Government servants, if due, shall be stopped forthwith, and their case shall be referred to the UT Screening Committee for further investigation. On confirmation of adverse report, the employee will face action including dismissal from Government service.
On Wednesday, however, the J&K government announced a review mechanism for any action taken against a J&K government employee on the basis of adverse character reporting. A review committee headed by the Chief Secretary and headed by the DGP and Administrative Secretary, Department of General Adminstration, suo motu or by a Union Territory level Screening Committee or on the basis of representations made by the aggrieved employee.
As part of the periodic verification of government employees, the Jammu and Kashmir government order issued on Thursday said, it should be assessed whether the employees themselves have committed acts of sabotage, espionage, sedition, terrorism, sabotage, sedition/segregation. is involved in or sympathizes with. , facilitating foreign interference, incitement to violence, etc. The reports indicating that representatives or citizens of a foreign country working to increase the individual’s vulnerability to possible future exploitation, coercion, should also be noted adversely, it added.
“Till now, being anti-national or association with anti-national elements was seen as an advantage to some extent for getting a government job. There have been cases when threats or coercion from someone belonging to a terrorist or acquaintance of a person has led to the latter giving a government job. Now this would be a clear disqualification and a Government servant who belongs to or is related to a terrorist or has links with an ‘enemy’ foreign country, would face reporting of adverse character which could lead to termination of his service.” An official of the Jammu and Kashmir government told You.
