Netanyahu’s office said it comes as a “response to the Palestinian Authority’s decision to wage a political and legal war against the State of Israel”.

Last week, following an appeal by the Palestinians, the United Nations General Assembly asked the Hague-based World Court to give opinion on legal consequences of Israel’s 55-year-old occupation of Palestinian territories.

It withdrew from Gaza in 2005, but controls the enclave’s borders, along with neighboring Egypt. The Palestinian Authority (PA) had limited self-governance in the West Bank under interim peace deals of the 1990s.

The World Court is the top court of the United Nations dealing with disputes between states. Its decisions are binding, although it has no power to enforce them.

Israel, which collects tax money on behalf of the PA, will use 139 million shekels ($39 million) from PA funds to compensate victims of Palestinian terrorist attacks and stipends paid by the PA to Palestinians and their families. Will also compensate. Netanyahu’s office said.

The moratorium on Palestinian building, it said, would be for a part of the West Bank known as Area C, which is under complete Israeli control.

“These decisions are condemned and they are being planned both with regard to money and other measures,” said Nabil Abu Rudineh, spokesman for PA president Mahmoud Abbas.
