There is a scam in MNREGA in Begusarai. The work was done for 23 lakhs and more than 74 lakhs were withdrawn. The whole matter is of Govindpur-1, Samsa-1 and Samsa-2 panchayat of Mansoorchak block, where the entire amount of the scheme has been withdrawn by planting some saplings and gabions under MNREGA scheme. In total 70 schemes in three panchayats of Mansoorchak, 74 lakh 40 have been withdrawn.
However, when the schemes were scrutinized, only 23 lakh works were found to have been done. The biggest thing is that the matter of not making the lump sum payment of the investigating officer and stopping the payment till the investigation is done. But then all the payment has been made citing the development work being affected.
Constantly getting complaints of irregularities
It is to be known that when MNREGA Executive Engineer Suresh Prasad Singh and District Finance Manager Begusarai Rakesh Kumar started investigating the schemes of MNREGA, the whole matter came to light on the complaint of irregularities in the scheme. Both the investigating officers had also written a letter to the DDC on 27 January 2021. But till date no action has been taken against anyone. A total of 70 schemes were examined by both the investigating officers in three panchayats of Mansoorchak block. A total of seven pages have been submitted to the DDC on various parameters in the scrutiny form of all the schemes.
50 schemes screened
A total of 50 schemes were examined in Govindpur-1 Panchayat. In which the Investigating Officer has written in his inquiry report that the inspection shows that a total of 49 lakh 40 thousand rupees were withdrawn in the material item of 50 schemes. Apart from this, a total of Rs 4 lakh 65 thousand 907 wages have been paid in 46 schemes. Whereas the work on the actual site was found to be about 49 thousand.
The District Magistrate does not even know – there are also commissioners in MNREGA
When DM Arvind Kumar Verma was asked on this whole matter, first he said in ignorance that MNREGA also has commissioners. Later said that the investigation has to be done by the DDC only. When he was told that every time the DDC expresses ignorance and avoids talking about action, the DM told the reporter that you send me the commissioner’s inquiry report, action will be taken against the culprits.
