On 19 August 1982, during an emergency special session of the United Nations General Assembly on the question of Palestine, concern was expressed over the plight of innocent Palestinian and Lebanese children suffering from Israeli aggression. In response, the General Assembly designated 4 June as the annual observance of the International Day of Innocent Children Victims of Aggression.
In 1997, inspired by the influential Graça Machel report, which highlighted the devastating impact of armed conflict on children, the General Assembly adopted resolution 51/77 on the rights of the child. The resolution represents an important milestone in efforts to protect children in conflict zones and establishes the mandate of the Special Representative of the Secretary-General for Children and Armed Conflict.
The 2030 Agenda for Sustainable Development serves as a comprehensive roadmap to ensure a better future for children around the world. It has a specific goal (16.2) dedicated to ending all forms of violence against children and integrates ending child abuse, neglect and exploitation among the various goals addressing violence.
