While a formal response from China and Pakistan is awaited on India’s invitation, official sources said there has been an “overwhelming response” to India’s initiative with Russia, Iran and for the first time all Central Asian countries not involved. Official sources also slammed Pakistan for indicating that it would not attend the in-person conference chaired by NSA Ajit Doval and Islamabad’s recent remarks, including remarks by Pakistan’s NSA Moeed Yusuf, in which he called on India Called spoiler. “Pakistan has indicated through the media that it will not be involved. Pakistan’s decision is unfortunate but not shocking. This reflects his mentality to see Afghanistan as his protectorate,” said a government source on Islamabad’s refusal to participate, adding that Pakistan had not participated in the previous meetings of the draft.
The participation of Russian NSA Nikolay Petrushev holds special significance for India as Moscow has a major role in preparing the international response to the situation in Afghanistan.
The government sees “enthusiastic” high-level participation in the conference, which was first reported by TOI on October 16, as an expression of the importance attached to India’s role in regional efforts to promote peace and security in Afghanistan.
China, however, has remained silent on the issue and at this stage it is unlikely that it will actually attend the summit. Pakistan’s reluctance to participate in the conference also does not bode well for India’s proposal to transport 50,000 metric tonnes of wheat to Afghanistan via the Wagah-Attari border via the land route. Islamabad is yet to accept the offer as it is keen to deny any role or profile of India in Afghanistan.
