India’s first space PSU New Space India Limited ,NSILIf the Department of Space (DoS) and the Center find a suitable candidate, it may soon be headed by a private sector head.
According to documents reviewed by TOI, DoS has opened the post of CMD to those in the private sector. “Candidates from a Central Public Sector Enterprise; Central Government including Armed Forces and All India Services; State Public Sector Enterprises (SPSE) or a Private Company” can apply.
search-cum-selection committee (SCSC) will start shortlisting the candidates from January 24. This panel is empowered to include the names of those who do not apply and also relax the eligibility criteria to accommodate those candidates who feel exceptional for the post. NSIL’s current CMD Radhakrishnan D, who was deputed from ISRO, can also apply for the post.
NSIL is empowered to commercially exploit the R&D work by ISRO centers and units of DoS. Under the administrative control of DoS, the authorized and paid-up capital of NSIL is Rs 1,000 crore and Rs 710 crore respectively.
According to the DoS: “The CMD is the Chief Executive to the Board of Directors and is responsible for all activities and operations, including human resources, finance and commercial management, corporate planning and project implementation.” The appointment, once selected, will be on deputation or contract basis for a period of five years. The post is exempted from the ‘rule of immediate absorption’ in case of deputation.
Indian Space Association (ISpA) Director General Lt Gen (Retd) AK Bhatt told TOI: “NSIL will play an important role in the years to come. Be it from ISRO or from the private sector, the important thing will be to bring about a change with the new policy focused on privatization. The industry is hopeful that the most suitable person will be chosen to lead NSIL as we consider the position of CMD very important in this step towards privatization.
According to DoS, for candidates from SPSE or private firms, their company should have an annual turnover of Rs 1,000 crore or more. Preference will be given to candidates from listed companies.
The DoS solicits applicants who are “graduates from a recognized university or institution with a good academic record, while preference will be given to those with an engineering, science background, an MBA or a management or business administration diploma.”
“The government’s initiative to attract professional talent to lead public institutions is commendable and a right step in public-private partnership in decision making. We also appreciate the appointment of Pawan Goenka as the Chairman of IN-SPACe. We look forward to representation from industry associations like SIA-India on IN-SPACe and other entities where a collaborative approach to policy making can be encouraged,” said Anil Prakash, Director General, SatCom Industry Association (SIA) .
Applicants from the Central Government and All India Services should hold the rank of Joint Secretary or equivalent pay scale, while applicants from the Armed Forces should hold at least a Major General in the Army or equivalent rank in the Indian Air Force and Navy. Those in SPSE and private sector should at least hold a position at a level just below the board level.
DoS states that the applicant should have adequate technical/operational/project management experience at senior level. A DoS source said that apart from the post of CMD, applicants from the private sector will also be able to apply for other senior positions in NSIL in future.
