In Andhra Pradesh, Jagan Reddy’s YSR Congress wins local body elections

The ruling YSR Congress Party in Andhra Pradesh has made a clean sweep in the local body elections, the results of which were declared on Sunday.

The party forms a majority of Zilla Parishad Territorial Constituencies (ZPTCs) and Mandal Parishad Territorial Constituencies (MPTCs).

Elections were held on April 8 for 515 ZPTCs and 7,220 MPTCs at all levels from parliamentary, assembly, municipal to panchayat. The Andhra Pradesh High Court had stayed the counting of votes on petitions filed by the Telugu Desam Party and the BJP, which led to the delay in the election results. Finally, on September 16, the court gave the green signal for the counting of votes.

According to a report by NDTV, as of 7.30 pm on Sunday, the YSR Congress led by Chief Minister Jagan Mohan Reddy had secured 547 ZPTCs out of 553, the results of which were declared. In the MPTC, the party won 7,284 of the 8,083 seats announced.

Telugu Desam Party, Jana Sena, BJP and Congress won some places. In the assembly and parliamentary elections held in April 2019, the YSRCP won 151 out of 175 assembly seats, 22 out of 25 Lok Sabha seats.

The TDP ‘boycotted’ the elections but technically its candidates remained in the fray as ballots were printed before the party’s decision was announced. The election process for MPTCs and ZPTCs, the second and third tiers of the Panchayat Raj system, began in March 2020, but the Covid-19 pandemic and the subsequent legal battle dragged it down.

There are a total of 659 ZPTCs, of which the ruling party won 126 unanimously. It won 2,271 MPTC unopposed. TDP unanimously won 100 MPTC.

Eleven unanimous winners in ZPTC and 81 in MPTC have died since March 2020, even before the voting process ended. Elections in eight ZPTCs and 355 MPTCs were put on hold for different reasons. TDP president N Chandrababu Naidu faced humiliation as the YSRC won all the four ZPTC seats in the Kuppam assembly constituency. Also, YSRC won 17 out of 19 MPTC seats in Kuppam.

In Chandrababu Naidu’s native village Narvaripalli, the ruling party also won the MPTC seat by a margin of 1,000 votes. In Chittoor district, the TDP chief’s native, the YSRC won all 33 ZPTCs for which elections were held. It also won the remaining 32 but the two winners died later. The situation was similar in SPS Nellore, Anantapuramu, Krishna, Prakasam, Vizianagaram and Kurnool districts, where the YSRC dominated.

Overall, the TDP managed to win only four ZPTC seats out of a total of 659, while the CPI(M) secured one seat so far. In MPTC, TDP got 733 seats, Jana Sena 110, BJP 24, CPI(M) 15 and CPI eight. Interestingly, the Congress managed to win four MPTCs in Visakhapatnam district and one each in East Godavari and SPS Nellore.

According to the information released by the Department of Information and Public Relations, independents have won 145 MPTC seats so far. Meanwhile, the State Election Commission issued a notification fixing September 24 as the date for indirect election (by elected members) of the chairman and vice-chairman of the Mandal Parishads.

The election of the President and Vice-President of the Zilla Parishad will be held on September 25.
