“If there is a threat to religion, culture and education, then Hindus can also be called a minority. In the case of Assam, the definition of minority is 75 years old. This will change now,” Chief Minister Himanta Biswa Sarma said on Tuesday in response to questions from opposition leaders in the Assam Assembly.

The CM said that religious minorities should be identified district wise and not on the basis of language.

“There is no definition of minority in the Indian Constitution. However, the constitution provides protection and security to the minorities. Who qualifies as a minority will be decided by the Constitution. The National Commission for Minorities has notified certain communities as minorities in India,” he said.

Sarma said that there is a perception in India that only Muslims are a minority.

“In every district, the definition of minority is different. The Supreme Court through its 1999 judgment clearly stated that those who are facing danger to education and culture are minorities. Recently the Supreme Court has said that Hindus can also be a minority.

Earlier this month, Sarma said that with power comes responsibility, and since Muslims constitute 35 per cent of Assam’s population, it is their responsibility to protect minorities here.
