Haryana medical body alleges rampant corruption, threatens to go on agitation Gurgaon News – Times of India

Ambala: Haryana The Civil Medical Services Association (HCMSA) on Wednesday alleged that a nexus of rampant corruption and favoritism was going on in the state health department.
HSMSA Threatened that the doctors would be forced to go on the path of agitation if their problems were not resolved. He said that on September 13, he had given a report to the concerned officials of the state government regarding his demands.
HSMSA President Dr. Jasbir Singh Panwar issued a statement on Wednesday and said that his association with the anti-corruption stand in our state makes us proud to have an honest and upright person as our Chief Minister (CM) and Health Minister (HM).
“Our Honorable Prime Minister also says” Na khaunga Feather khane dunga (Neither will or will allow corruption), in its anti-corruption agenda. But unfortunately and vice versa corruption is rampant in the health department. Money is being demanded at every level for things like transfer, posting, promotion, deputation, ACP (Assured Career Progression), leaves, charge sheet drop, etc. This is now an open secret”, alleged HSMSA.
“A director has been entrusted with the responsibility of doing all the important work, policy related files, bypassing other senior officials in the health department. This also tantamounts to favoritism and corruption on the part of the bureaucrats in the health department. There was a strange policy in this regard that has been framed by this Director in an autocratic manner bypassing the suggestions of HCMSA and other senior officers. It has also come to our notice that the same officer is being given extension in service, while recently In a notification dated September 1, 2021, several senior doctors have been humiliated. Walked out and ordered to retire within a few days. The association has made representations several times but unfortunately, ACS Health has not been able to discuss these issues. No meeting has been scheduled for the meeting”, HSMSA said.
Haryana Doctors Association has demanded a pay structure similar to that of the Central Government. A state in Eastern India State. Dr Jasbir Singh said, “There are four ACPs in years 4, 9, 13, 20, which were approved by the CM and HM in 2019 and are pending in the finance department since then.”
Jasbir said that HSMSA has been consistently representing the government to create a specialist cadre on the lines of Bihar, but on the contrary it has prepared a strange proposal. He said that there is a demand of HSMSA that Specialist Cadre should be implemented on the lines of Bihar.
Jasbir said that the direct recruitment of Senior Medical Officer (SMO) can be banned.
“Stagnation is due to direct recruitment of SMOs” HCMS Cadre95% of the cadre have only one promotion opportunity during the entire service. It was approved by the CM and HM in 2017, but the bureaucracy is bent on recruiting SMOs directly for some vested interests”, Dr Jasbir said.
Dr Jasbir said, “If the government does not address these genuine issues at the earliest, the doctors will be forced to go on the path of agitation. It will be the sole responsibility of the government for the inconvenience caused to the public.”
When contacted, Haryana Health ACS Rajiv Arora said, “There is no nexus like bias in the department. Haryana is giving fair and decent salary structure and whatever genuine demands of doctors are always accepted.”
Regarding direct recruitment of SMOs, ACS Rajeev said, “This is not the first time this is happening and it is part of their service rules. Present DGHS and many other officers are selected after a direct process. For all SMO posts. , is 75%. Quota through promotion and 25% through direct quota. This policy has been in place for a long time.”
Regarding HSMSA objection regarding specialist cadre, ACS Rajeev said, “This cadre is not yet formed but the department has uploaded only one concept (draft policy) on its website of health department. Comments from all concerned stakeholders and then on receiving comments from everyone, each comment will be analyzed and necessary changes will be made. Then we will come up with a final policy. Even the Indian government to attract the best people in India Asking to create a specialist cadre.”
