Any construction, the plan proposes, will not be permitted in the ‘hazardous area’. Haryana will also explore alternative connectivity schemes for settlements at both ends of the lake, which will significantly reduce vehicular traffic, especially when migratory birds visit the area.
Officials said that once the area around the lake is notified as a wetland, it will allow Haryana and Delhi (part of the waterway to be in the NCT) on any encroachment, prohibited activities like disposal of waste. Equal rights to be monitored. and release of untreated effluents into water bodies.

The Haryana government’s management plan was required by an NGT order hearing a petition filed by the Indian National Trust for Art and Cultural Heritage (INTACH) in 2018 to conserve the lake.
The Delhi government, which is a party to the case, presented its plan in March this year. In June, the NGT had asked the Haryana chief secretary to appear with the management plan at the next hearing on October 4, but the government had sought more time. The next hearing is on January 25.
The 7 square kilometer Najafgarh Lake is important to the region as it acts as a large aquifer for groundwater recharge. Several rivers flow from the Aravalli into the lake, and further into the Yamuna. As per the plan presented by the government, the reservoir acts as a flood buffer, helps treat water and regulates temperature, and is a biodiversity hotspot.
Ritu Rao, a research scholar at TERI School of Advanced Studies working on sustainability of urban water bodies, said, “The Najafgarh lake area must be declared a wetland. Only tertiary treated sewage water should be released into the lake.
