Chandigarh: with COVID-19 improving the pandemic scenario, Haryana It has been decided to take the initiative to recall all the convicts released on the special covid word in their respective jails in a phased manner.
As per the decision, all the convicts will have to go back to jail in four phases from September 19 to October 10. A total of 3,100 convicts were sent on special parole by the state authorities in view of the second wave of Kovid-19.
However, the state authorities have decided to extend the bail of 1,923 undertrial prisoners released on temporary bail.
This decision has been taken by a high powered committee in a meeting held recently under the chairmanship of Justice Rajan Gupta. Punjab and Haryana High Court and Executive Chairman, Haryana State Legal Services Authority.
Other members of the committee who attended the meeting include Baldev Raj Mahajan, Advocate General, Rajeev Arora, Additional Chief Secretary (Home), PK Agarwal, DGP, Shatrujit Kapoor, DGP (Vigilance) Haryana along with a representative. Legal Services Authority.
Kovid protocol to be followed for education
The admission process will be in four phases from September 19. Under the first three phases of September 19-26 and October 3, convicts involved in offenses involving imprisonment of more than seven years will have to surrender in jails. The convicts with imprisonment up to seven years will have to present themselves during the final and fourth phases, which will take place on October 10.
“Prison authorities are directed to prepare a surrender plan and follow all covid Protocol at the time of re-entry of convicts in jails. In addition, the interim bail of 1,923 undertrial prisoners involved in offenses involving imprisonment of seven years or less than seven years has been extended till further orders. Supreme court,” the committee said.
The Committee observed that many of the convicts have not reported back to jail during the period of parole. Police officials have been directed to take all necessary steps for their arrest. NS DGP Haryana Assured that they would work out a structured mechanism to take the fugitives back to jail.

While resuming the interview of prisoners with their family members, the committee has decided that only one interview per month per prisoner will be allowed. A maximum of two persons may meet with the prisoner per interview. Interview will be allowed only if the prisoner and his family members have been fully vaccinated at least 15 days before the interview or RT-PCR Negative report 72 hours before the meeting. Interview of prisoners with their legal aid counselors will be conducted from 4-5 PM on all working days.
Regular vaccination camps will be held in jails
According to the data, about 92 percent of the prisoners lodged in various jails of Haryana have been vaccinated with the first dose and 30 percent of the prisoners have been fully vaccinated. Jail authorities have been directed to start regular vaccination camps in jails for the remaining prisoners at the earliest so that all the prisoners are vaccinated at the earliest.
Jail officials, health officers and district legal service officers have been asked to organize regular vaccination camps in jails not only for the prisoners but also for their family members.
