Govt will soon finalize proposal to decriminalize Legal Metrology Act: Goyal – Times of India

New Delhi: The Center on Friday said that it will soon finalize the proposal to make the law crime-free. Legal Metrology Act To reduce the compliance burden businesses and consumer.
In his virtual address on the occasion of national consumer day, central minister Piyush Goyal He said that the Legal Metrology Act needs to be freed from crime in such a way that consumer interests are protected and traders or businesses are not harassed.
“This, we will finalize as soon as possible,” Minister of Food and Consumer Affairs said.
The Legal Metrology Act 2009 enforces standards relating to weights and measures. In its present form, the law provides for imprisonment for the second or subsequent offence, in addition to fine. On the draft amendments to consumer protection (e-commerce) rules, the minister said the government has received “very good” response from various stakeholders.
Feedback is being examined to finalize the draft, he said, adding that the amendments have been proposed to prevent unfair trade practices on e-commerce platforms and protect the interest of consumers.
In addition, the government has come up with rules on arbitration, direct selling and deceptive advertisements. Some changes have also been made in the Legal Metrology (Packaged Commodities) Rules, 2011.
He said that till now the government has notified 10 rules and six rules under the Consumer Protection Act 2009. Work is underway to frame some more rules on various areas affecting consumers.
Stating that the government is open to suggestions to make laws and rules simple and effective, the Minister said that a recently introduced facility ‘e-Dakhil’ for e-filing of consumer complaints is gaining popularity .
More than 40,000 complaints have been registered on this platform. However, there is a need to increase awareness about this platform so that more and more consumers can take advantage of it.
Even the process of e-mediation has started. He said that efforts are being made to ensure that the complainant can easily appeal online and participate in the court hearings through video conference for speedy redressal of grievances.
To ensure that the ‘country of origin’ of the products sold on the e-commerce platform is clearly spelled out, the minister asked the central and state authorities to strictly monitor such websites and sensitize the stakeholders .
It is not acceptable if ‘Made for India’ is written, he said and added that the details of ‘country of origin’ should be displayed as per Indian law.
He also stressed on the need to create more awareness about the use of safety items like helmets and pressure cookers having ‘Quality ISI Mark’ across the country.
Consumer Affairs Secretary Leena Nandan, Additional Secretary Nidhi Khare and Joint Secretary Anupam Mishra were present in the virtual meeting.
