The Principal Accountant General, in an audit inquiry opened on 30 September, observed that GYA was taking undue advantage of RND’s assets without paying rent.
An official with knowledge of the matter said, “The PWD has estimated that the rental value as of 2012 was Rs 1.77 lakh per month, hence the rental value of Rs 3.94 crore is calculated against the penal value of Rs 15 lakh at 5% interest. was done together.”

In its recommendation, the CAG said, “The government may implement the rent agreement or clearance process along with the recovery of rent.”
