Minister of State for Finance Pankaj Choudhary said in a written reply to a question that the collection of central excise duty on petrol and diesel increased from Rs 1.78 lakh crore in 2019-20 to Rs 3.72 lakh crore in 2020-21 (till April 2020). March 2021).
The increase in collection was mainly due to increase in incidents of taxation on fuel.
In 2019, the total excise duty on petrol was Rs 19.98 per liter and that on diesel was Rs 15.83 per liter. The government had twice last year raised excise duty on petrol to Rs 32.98 per liter and on diesel to Rs 31.83.
In this year’s budget, the duty on petrol was reduced to Rs 32.90 per liter and that on diesel to Rs 31.80 per liter. And this month, petrol was cut by Rs 5 a liter and diesel by Rs 10 a liter as retail prices hit record highs across the country.
“The total tax amount to the state governments from the funds collected under Central Excise in the financial year 2020-21 stood at Rs 19,972 crore,” Choudhary said.
While the total excise duty on petrol is currently Rs 27.90 per liter and that on diesel is Rs 21.80, states are entitled to share only from basic excise duty.
Out of the total incidence of taxation, the basic excise duty on petrol is Rs 1.40 per litre. In addition, special additional excise duty of Rs 11 and road and infrastructure cess of Rs 13 per liter is levied. On top of this an agricultural infrastructure and development cess of Rs 2.50 is levied.
Similarly, the basic excise duty on diesel is Rs 1.80 per litre. Rs 8 per liter is charged as special additional excise duty and road and infrastructure cess, while agriculture infrastructure and development cess of Rs 4 per liter is also levied.
“The transfer to the State Governments is done on the basis of the formula prescribed by the Basic Excise Component Finance Commission From time to time. At present, the rate of basic excise duty on petrol is Rs 1.40 per liter and that on diesel is Rs 1.80 per liter.
Total excise duty collection from fuel It was Rs 2.22 lakh crore in 2016-17, which went up to Rs 2.25 lakh crore the next year, but came down to Rs 2.13 lakh crore in 2018-19.
Petrol and diesel are not currently under the Goods and Services Tax (GST) regime and state levies tub On top of the excise duty levied by the Centre.
“A total of Rs 9.57 lakh crore has been collected under VAT on fuel in different states from April 2016 to March 2021,” he said.
According to the minister’s reply, this is in comparison to Rs 12.11 lakh crore collected by the central government during the same five-year period.
