Panel chairman M Jagadesh Kumar on Thursday said foreign universities would need University Grants Commission approval to set up campuses in India and the initial approval would be for 10 years.

He also emphasized that foreign universities having campuses in the country can offer full-time programs only in physical mode and not online or distance learning.

These universities will have the freedom to frame their own admission process and fee structure, Kumar said, as the UGC on Thursday announced draft regulations for ‘establishment and operation of campuses of foreign higher educational institutions in India’.

He said that foreign universities also have to ensure that the quality of education imparted in their Indian campuses is at par with their main campus.

On matters related to funds and funding, he said that the cross-border movement of funds would be as per the Foreign Exchange Management Act. Kumar said the final norms would be notified by the end of the month after taking feedback from the stakeholders.
