fcra: No provision for blacklisting of NGOs in FCRA, govt tells RS | India News – Times of India

NEW DELHI: The home ministry on Wednesday told the Rajya Sabha that there was no provision in the Foreign Contribution Regulation Act (FCRA), 2010 for blacklisting of NGOs.
The clarification – given by MoS(home) Nityanand Rai in written reply to a question – appears to refer to Indian NGOs registered under the FCRA. However, the home ministry, from time to time, specifies certain foreign charities and NGOs from whom contributions can be credited to Indian beneficiaries only after clearance from the home ministry.
A list shared with the banks last year had mentioned 10 foreign entities – namely, European Climate Foundation, Omidyar Network India, The Freedom Fund, Legatum Fund, Humanity United, Children’s Investment Fund Foundation, StardustWalk Free Foundation, Minderoo and Laudes Foundation,
Rai, however, told the Rajya Sabha on Wednesday that NGOs and associations wanting to receive and use foreign funds from a foreign source have to get registered or seek prior permission of the Central government under FCRA. If any NGO/association is found violating the provisions of FCRA, 2010 and rules made thereunder, “appropriate action is taken as per law,” he added.
