Education Minister to Review STARS Project That Aims to Improve Student Learning Outcomes

The STARS project aims to improve the assessment system, facilitate the transition from school to work, strengthen classroom instruction, decentralize management, and strengthen governance.

Milan Education Minister Dharmendra Pradhan is set to attend the review meeting of the STARS project in Bhubaneswar tomorrow, February 16, where he will take a mid-term review of strengthening teaching-learning and outcomes for the project. The two-day review program implemented in six states including Odisha will be held in the state on February 16 and 17.

The STARS project was approved by the cabinet headed by the Prime Minister Narendra Modi In October 2020. It was approved with the objective of improving student outcomes in selected states and the governance of school education in India.

The brainstorming session will be attended by education secretaries from six states (Himachal Pradesh, Rajasthan, Madhya Pradesh, Maharashtra, Odisha and Kerala), senior government officials and officials from the National Council of Educational Research and Training (NCERT).

The New Indian Express reported that the Union minister will analyze and review the implementation of the annual plan, utilization of funds allocated and the transformational changes achieved so far. This will be the first review meeting after the implementation of World STARS project funded by the bank, the publication said.

The Strengthening Teaching-Learning and Results for the States program or the STARS project aims to improve the assessment system, facilitate the school-to-work transition, strengthen classroom instruction, decentralize management, and strengthen governance.

The Union Cabinet had approved this special project in October 2020 and it became effective only on February 23, 2021. The project is for a period of five years till 2024-25. The STARS project focuses on supporting the country’s goal which is ‘Education for All’. The World Bank has already provided more than $3 billion to make this project a success.

The World Bank on 24 June approved $500 million for a project to improve the quality and governance of school education in six Indian states through the Samagra Shiksha programme. About 250 million students in the age group of 6 to 17 years in 15 lakh schools and more than 10 million teachers will be benefitted through this programme.

The STARS project is implemented under the Department of School Education and Literacy, Ministry of Education (MoE). Additionally, a STARS-like project for states like Gujarat, Uttarakhand, Jharkhand, Tamil Nadu and Assam will reportedly be funded by the Asian Development Bank (ADB).
