‘Neelu, Nidhulu, Niyamkalu’ (Water, Fund, Jobs) was the clarion call that defined the essence of the Telangana State Movement. After fulfilling the first two promises, the state government has now taken a major initiative to fulfill the promise of providing employment to the youth. Chief Minister K Chandrashekhar Rao’s announcement in the assembly that his government would conduct direct recruitment to fill over 80,039 posts shows the government’s commitment to fulfilling the aspirations of the youth. The scale is truly ambitious and awe-inspiring. This is perhaps an unprecedented employment initiative by any state in recent times. Bringing more enthusiasm amid the gloom induced by the pandemic, the government has also decided to regularize the services of 11,103 contract workers who are already working. It recruits a total of 91,142 posts in various departments, with an additional annual commitment of Rs 7,300 crore to the exchequer. Despite the difficult financial situation due to the pandemic, the government has made extra efforts to focus on one of the key pillars of the promises on which the state movement was built. It should be pointed out that the success of any governance model will depend on how much the leadership takes care of the needs of different sections of the people. The big heart shown by the Telangana government towards the contract workers serves as a role model in good governance. The decision to do away with contractual appointments, a legacy inherited from the united Andhra Pradesh state, is a welcome development.

The employees had played an important role in the Telangana movement and had made a lot of sacrifices. The TRS government has consistently adopted an employee-friendly approach and sought to address their concerns with honesty and fairness. By offering a 30% hike in salary last year, raising the retirement age from 58 to 61 years and a 25% increase in gratuity, it has exceeded expectations and done something that no state can meet. Importantly, contract and outsourced employees received benefits on par with regular employees, a possibility unimaginable in the combined AP. Since the formation of the state in 2014, a conscious and concerted effort has been made to empower various sections of the society, including protecting the interests of the lower level employees. Unlike the piecemeal approach of successive regimes in the past, the TRS government undertook a policy shift focusing on transforming the entire ecosystem. Be it schemes to help transform the lives of farmers or programs to help those dependent on traditional occupations, the state’s performance has been exemplary. This refreshing approach of transforming the ecosystem of rural areas and empowering various social groups in an integrated manner has set the tone for the all round development of the state.
