ED-CBI directors’ tenure will increase, two important bills to be presented in Rajya Sabha today

Parliament Session 2021: Winter session of Parliament is going on. Union Personnel Minister Jitendra Singh will introduce the Delhi Special Police Establishment (Amendment) Bill 2021 and the Central Vigilance Commission (Amendment) Bill 2021 for consideration and passing in the Rajya Sabha today. The bills have provisions to extend the tenure of directors of the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) to a maximum of five years.

The Central Vigilance Commission (Amendment) Bill, 2021:

The Central Vigilance Commission (Amendment) Bill, 2021 to curb corruption and economic irregularities is to be introduced today. The Central Vigilance Commission (Amendment) Bill, 2021 has already been introduced in the Lok Sabha. The bill proposes to increase the tenure of director of Enforcement Directorate (ED) to five years from the current two years. An Ordinance has been brought in place of the Bill in this regard.

The Delhi Special Police Establishment (Amendment) Bill, 2021:

The Delhi Special Police Establishment (Amendment) Bill, 2021 will be introduced to replace the recently introduced ordinance in this regard. In the law governing the CBI, the service provisions of the director will be expanded and the scope of investigation in certain offenses will be extended to states and union territories.

Opposition says the move was “arbitrary”

The opposition, however, termed the move as “arbitrary” and “without any logic”.

As reported by ANI, Congress member Manish Tewari had said, “Any democracy is as strong or weak as the institutions that support it… Unfortunately, in the last seven and a half years, this government has tried to dismantle it.” The system of checks and balances which is inherent to our constitutional plan.”

While NCP’s Supriya Sule expressed concern, “We have taken a small step to resolve all these issues and we will take more and expect support on them as well.”
