Delimitation is the process of fixing the boundary or boundaries of territorial constituencies in a country or state with a legislative body.

Election The commission on Tuesday said it has started delimitation of assembly and parliamentary constituencies in Assam and the 2001 census data will be used for adjustment of seats.

The Commission said that till the completion of the exercise, the formation of new administrative units in the state has been banned with effect from January 1, 2023.

Under the provisions of the Delimitation Act, 1972, the final delimitation of constituencies in Assam was effected by the then Delimitation Commission in 1976 on the basis of 1971 Census data, the poll panel noted.

The move to reallocate Assam’s assembly and parliamentary seats as per Section 8A of the Representation of the People Act, 1950, has been initiated following a request from the Union Law Ministry.

“The commission, headed by Chief Election Commissioner Rajeev Kumar and Election Commissioners Anup Chandra Pandey and Arun Goel, has directed the Chief Electoral Officer of Assam to take up the matter with the state government to issue a complete ban on creation of new administrative units from January Lift. 1, 2023 till the completion of the delimitation exercise in the state.

“As mandated under Article 170 of the Constitution, the Census data (2001) shall be used for the purpose of re-adjustment of parliamentary and assembly constituencies in the State. Articles of the Constitution of India,” the Election Commission said in a statement. As per 330 and 332 reservation of seats will be provided for Scheduled Castes and Scheduled Tribes.

The Commission will design and finalize its own guidelines and methodology for the purpose of delimitation of constituencies.

During the delimitation exercise, the commission will take into account physical features, existing boundaries of administrative units, convenience of communication, public convenience and as far as practicable, constituencies will be kept as geographically compact areas, the statement said. .

After a draft proposal for delimitation of constituencies is finalized by the Commission, it will be published in the Central and State Gazettes to invite suggestions and objections from the general public.

“In this regard, a notice shall also be published in two local newspapers of the State specifying the date and place of public meetings to be held in the State,” the Election Commission said.

The term of the present Assam Legislative Assembly will end on May 20, 2026.

The state has 14 Lok Sabha, 126 Assembly and seven Rajya Sabha seats.
