The Delhi Disaster Management Authority said in an order on Sunday that restrictions or relaxations for any activity in Delhi in view of the COVID-19 pandemic will from now on be implemented as prescribed by the Graded Response Action Plan (GRAP). It directed all district administrations to implement the recommendations of GRAP with immediate effect.

The Delhi Disaster Management Authority (DDMA) will send daily alerts to all districts under a color-coded system described in the GRAP to help them take decisions. GRAP was approved by Lieutenant Governor Anil Baijal on July 9.

The Graded Response Action Plan takes into account three parameters – positivity rate, cumulative new positive cases and average oxygenated bed occupancy in Delhi. After a detailed analysis of these parameters, the plan recommends four colour-coded levels of alerts – yellow, amber, orange and red – and their criteria.

“The permitted/prohibited/restricted activities shall be as per the level of alert specified in the Graded Response Action Plan with immediate effect and till further orders.

The DDMA order stated, “As soon as any parameter (out of the three) reaches the specified level of alert, an ‘order of alert’ shall be issued and the activities prescribed/restricted/restricted at such level shall be automatically commenced.” Will be.”

After the GRAP is activated, the Additional Chief Secretary (Health) will issue daily morning and evening bulletins regarding the level of alert. It added that appropriate orders imposing restrictions in respect of inter-state travel would be issued separately.

A ‘Yellow’ (Level-1) alert will be issued when the positivity rate crosses 0.5 per cent for two consecutive days or the daily new cases rise to 1,500 or the oxygenated bed occupancy reaches 500.

If the positivity rate exceeds one percent or the new case count reaches 3,500 or oxygenated bed occupancy reaches 700, the next level of alert coded with amber color (Level-2) will be invoked.

The ‘Orange’ or Level-3 alert will be the next phase that will kick in when the positivity rate crosses two per cent or the number of new cases reaches 9,000 or oxygenated bed occupancy is 1,000.

Whereas the ‘Red’ alert, which is the highest level, will be applicable when the positivity rate crosses five per cent or new cases rise to 16,000 or oxygenated bed occupancy reaches 3,000.

The DDMA directed all District Magistrates, civic officials, DCPs and other officers to “widely disseminate” information regarding alerts for proper compliance and execution of GRAP.

“All District Magistrates shall interact and interact with Resident Welfare Associations, Market Associations, Mall Associations, Bar Associations and such other bodies in their districts to disseminate information in this regard.

“The Principal Secretary (Education) and Secretary (Higher Education) shall ensure that the guidelines regarding the level of alert are disseminated among the students,” the order said.

It said that all concerned authorities such as District Magistrates, DCPs, Zonal Deputy Commissioners of municipalities will take necessary action to ensure compliance of GRAP in their areas.

DDMA stated that it may amend the GRAP or any other activities as may be assessed from time to time in the interest of management of the COVID-19 situation.
