Delhi Declaration on Afghanistan: 8 nations need to stress for ‘open and truly inclusive’ government

New Delhi: The 3rd Regional Security Dialogue on Afghanistan was held in New Delhi today, with a joint statement from the eight participating countries emphasizing the “need to form an open and truly inclusive government” in Afghanistan.

The meeting was attended by the National Security Advisors and Secretaries of the National Security Councils of India, Iran, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan.

Delegates from eight countries discussed the evolving situation in Afghanistan and concluded with strong support for a peaceful, secure and stable Afghanistan.

The leaders emphasized “respect for sovereignty, unity and territorial integrity and non-interference in its internal affairs”.

The Delhi Declaration on Afghanistan states that there should be a truly inclusive government that “represents the will of all the people of Afghanistan and is represented by all sections of their society, including the major ethno-political forces in the country.”

Meanwhile, in the Delhi Declaration on Afghanistan, the name of the Taliban is nowhere mentioned or acknowledged as its interim government.

According to the Delhi Declaration, the territory of Afghanistan should not be used for harboring, training, planning or financing any terrorist act. He also expressed concern over the “threat of radicalization, extremism, separatism and drug trafficking” in the region.

The importance of ensuring that the fundamental rights of women, children and minority communities are not violated were also discussed in the meeting.

The leaders also expressed concern at the deteriorating socio-economic and humanitarian situation in Afghanistan and underlined the need to provide immediate humanitarian assistance to the people of Afghanistan.

The representatives of the eight countries “strongly condemned all terrorist activities and reaffirmed their steadfast commitment to combating terrorism” to ensure that Afghan soil will never become a safe haven for global terrorism.

He emphasized that “involvement of all sections of the society in the administrative and political framework is essential for a successful national reconciliation process in the country.”

The leaders also reiterated their commitment to providing assistance to Afghanistan to contain the spread of COVID-19.
