A large number of Section Officer (SO) posts are lying vacant in the Central Secretariat Service (CSS), which are not being filled by promotion to ASO. Angered by this, the employees demonstrated outside the North Block on Friday.

The Association of Central Secretariat Service Officers (CSS Forum) has also been continuously raising this issue. The association says that many officers retired while waiting for promotion, but no one listened to them. The protesting officers are working on the same post for the last 9 years, this is not correct.

Around 1100 ASOs of 2013 batch are looking forward to become ‘Section Officers’. Out of these 1000 ASOs fulfill all the requirements to become SO. Despite this, the officers are not being promoted. It has come to know in an RTI that a total of 1624 posts of SO are lying vacant. Even after this only 288 employees got promotion last year.

Congress has raised this issue in Parliament
On the other hand, Congress President Mallikarjun Kharge has also warned Personnel Minister Dr. Jitendra Singh on this issue in Parliament. Apart from this, Randeep Surjewala and Sushil Kumar Gupta have also raised the issue of not giving promotion to ASO.

288 employees got promotion in December 2022
This is not the first time that ASO is performing for the promotion. Even in December 2022, he raised his voice against not getting promotion for eight years. After this, on December 1, 2022, out of 900, only 288 ASOs got conditional promotion. The DoPT had said in the order of adhoc promotion that the new SOs would work on the desk pattern. That is, they will not get any support staff.

The CSS Forum termed this order as cumin in the camel’s mouth. He said that 288 employees have got promotions. Fifty of these officers have retired and some have left the job.
